In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of the Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States.

The activities for certifying Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions.Depending on the case, the attestation documents are certificates or recommendations.

Online requests for the issuance of the documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted via PCUe to the county branch/Bucharest Municipality branch of OAMGMAMR of which the applicant is a member. If the applicant has NOT become a member of OAMGMAMR, the request is submitted online via PCUe to the OAMGMAMR branch where the applicant resides.

If the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not meet the deadline for completion, upon its expiration, the file will be automatically closed by the PCUe system.

Recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants through PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.
