In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses from Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States.

The activities of certification of Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States consist in the preparation and issuance of documents, hereinafter called certification documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles in accordance with the procedures provided by Directive 2005/36/EC of the European Parliament and Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and additions. As the case may be, the certification documents are certificates or recommendations.

Online applications for the issuance of the documents required for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent via PCUe to the county branch/ Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT acquired the membership of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is required to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drafted at the level of the specialty structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants through PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.
