Issuance of the identity card upon reaching the age of 14*
The procedure is addressed to persons who wish to obtain an identity document upon reaching the age of 14.
Upon reaching the age of 14, the minor must appear at the counter of the community public service for the registration of persons, accompanied by one of the parents or, as the case may be, by their legal representative, by the person designated from the specialized center under the authority of the public social assistance service, or by the person to whom the minor has been entrusted in placement, in order to request the issuance of the identity document.
In the situation where the parents have different domiciles, the application for the issuance of the identity document is signed by the parent with whom the minor has domicile, in accordance with the law.
For the minor who, although entrusted by court decision to one of the parents, actually resides permanently with the other parent, a consent statement is required from the parent to whom the minor was entrusted, stating that they agree for the address at which the minor actually resides permanently to be written on the minor's identity document.
The statement provided can be given at the counter, in the presence of SPCLEP staff, and in cases where the parent cannot appear at the counter, the statement must be authenticated by a public notary or, as the case may be, at the Romanian diplomatic mission in the country where the parent is located.
Romanian citizens abroad may submit the application for the issuance of their first identity document along with the documents required by law at the diplomatic missions or consular offices of Romania in the respective country.

In the case of modification of the holder's name and/or first name, parents' first name, date or place of birth, as well as in the case of change of sex, the final and irrevocable court decision or, as the case may be, the administrative act on the basis of which the civil status data were modified, must also be presented.
In case of theft, the proof issued by the police unit where the theft was reported and a document issued by institutions or authorities with a recent photograph (passport, driving license, service badge, military booklet or diploma of graduation from an educational institution), original and copy, must be presented.

If the applicant is not the owner of the property, a written statement from the host is required, which is entered on the identity document application in the presence of the public records officer, and if the host cannot be present, the statement may be made at a public notary, the diplomatic mission or the consular office of Romania abroad, or in the presence of the police officer from the police station, for rural areas (annex 12).
