Procedure regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field obtained abroad.*

This methodology establishes the procedure for recognizing, within Hyperion University of Bucharest, the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad, in accordance with OM 5923/06.12.2016.

The recognition is valid only within Hyperion University and allows registration for a competition to occupy a teaching or research position within UHB.

Categories of persons to whom this procedure applies:

  • Romanian citizens;
  • citizens of the member states of the European Union;
  • citizens of the member states of the European Economic Area;
  • citizens of the Swiss Confederation;
  • citizens of third countries of the EU.

Categories in which the higher education institutions where the academic titles were obtained are classified:

  1. Accredited higher education or research-development institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation;
  2. Accredited higher education or research-development institutions included in the "List of prestigious universities from other countries," a list approved by OEMCTS no. 5825/2016 and updated periodically (see https://www.edu.ro/sites/default/files/fisiere%20articole/ORDIN_5825_2016.pdf)
  3. Accredited higher education or research-development institutions, other than those mentioned at points 1 and 2, for which there are international conventions of mutual recognition, concluded at intergovernmental or inter-university level.

Categories of authentication for study documents subject to recognition: (these details are found in Annex 1 to OMECTS 5923/2016, Art. 3 (3))

  • authenticated with the Hague Apostille for states that are parties to the Hague Convention regarding the Apostille;
  • legalized or accompanied by a certificate of authenticity issued by the competent authorities in the country of origin;
  • exempt from apostille or legalization is permitted under law, an international treaty to which Romania is a party, or on the basis of reciprocity.

Procedure regarding the automatic recognition, by Hyperion University of Bucharest, of academic teaching positions obtained at an accredited university institution abroad.*

This procedure establishes the method by which Hyperion University of Bucharest conducts the automatic recognition of academic positions obtained in accredited higher education institutions abroad, in accordance with OM 5922/15.12.2016.

The categories of persons to whom this procedure applies:

  • Romanian citizens;
  • Citizens of member states of the European Union;
  • Citizens of member states of the European Economic Area;
  • Citizens of the Swiss Confederation;
  • Citizens of third countries of the EU.

Categories in which the higher education institutions where the academic titles were obtained fall:

  1. Accredited higher education institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation;
  2. Prestigious universities from other states, included in the "List of prestigious universities from other states", list approved by OEMCTS no. 5825/2016 and updated periodically (see https://www.edu.ro/sites/default/files/fisiere%20articole/ORDIN_5825_2016.pdf)
  3. Accredited higher education institutions, other than those mentioned at points 1 and 2, for which there are international conventions of mutual recognition concluded at intergovernmental or inter-university level.
