The procedure establishes the method of automatic recognition at Transilvania University of Brașov of the quality of doctoral supervisor or habilitation obtained in accredited higher education or research and development institutions from the member states of the European Union, the European Economic Area, from the Swiss Confederation, and from prestigious universities in other countries listed in the List of prestigious universities in other countries, approved/updated by order of the relevant minister, being automatically recognized by IOSUD-Transilvania University of Brașov (IOSUD-UNITBV).

The quality of doctoral supervisor or the habilitation obtained in accredited higher education or research and development institutions from the member states of the European Union, the European Economic Area, from the Swiss Confederation, and from prestigious universities in other countries listed in the List of prestigious universities in other countries, approved/updated by order of the relevant minister, is automatically recognized by IOSUD-Transilvania University of Brașov (IOSUD-UNITBV).

The quality of doctoral supervisor or the habilitation obtained in accredited higher education or research and development institutions is recognized by IOSUD-UNITBV for the doctoral fields authorized/accredited to function within the Interdisciplinary Doctoral School (SDI) of IOSUD-UNITBV. In case IOSUD-UNITBV does not have the field for which recognition is requested within its structure, by exception, for the establishment of that doctoral field, recognition is made within the scientific branch to which the respective field belongs, as set out in the nomenclature of fields and specializations/university study programs and the structure of higher education institutions, approved by Government decision.

The quality of doctoral supervisor or habilitation obtained at accredited higher education or research and development institutions abroad, other than those mentioned, is recognized on the basis of an international mutual recognition agreement.

The recognition of the quality of doctoral supervisor or habilitation by IOSUD-UNITBV is valid and produces legal effects only at the level of Transilvania University of Brașov.

Payment details: The processing fee for files regarding the recognition of the quality of doctoral supervisor or habilitation is 150 lei/file.

The procedure regulates the recognition at Transilvania University of Brașov of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained at:

​(a) accredited higher education institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;

(b) accredited higher education institutions outside the countries provided for in letter (a), included on the list of prestigious universities from other states, approved/updated by order of the minister;

(c) accredited higher education institutions subject to an international mutual recognition agreement concluded at the intergovernmental level;

(d) accredited higher education institutions from countries other than those mentioned in letters (a)-(c); in such a case, the recognition of the diploma/title of doctor is conditioned by the fulfillment of the quality standards imposed on a doctoral thesis at the national level (including regarding the content of the doctoral thesis).

For the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, UNITBV collaborates with the National Center for Recognition and Equivalence of Diplomas (CNRED) and respectively the National Committee for the Attestation of University Titles, Diplomas and Certificates (CNATDCU), and annually sends CNRED a centralized situation of recognition requests and the decisions issued. In case the intergovernmental international agreement (accredited higher education institutions subject to an international mutual recognition agreement, concluded at the intergovernmental level) provides, for recognition, the fulfillment of the national procedures for attesting doctoral titles, applicable to Romanian citizens, the files are sent to CNRED to be forwarded to CNATDCU for assessment. Based on the CNATDCU decision, the university issues the recognition or non-recognition decision, as applicable.

The doctoral diplomas subject to recognition will be authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states, the documents will be superlegalized or accompanied by a certificate of authenticity issued by the competent authorities of the country of origin. Exemption from apostille or superlegalization is permitted under the law for persons who benefit from a form of international protection on the territory of Romania, in accordance with the provisions of an international treaty to which Romania is a party or when the study documents can be verified in the online databases of the issuing institutions or of authorities in the country of origin. In the event that there are suspicions regarding the authenticity of the study documents, UNITBV will notify the competent authorities.

The procedure establishes the method by which the automatic recognition is carried out, by Transilvania University of Brașov, of teaching positions obtained in accredited higher education institutions abroad for persons applying for a teaching position within the university.

Transilvania University of Brașov recognizes teaching positions in higher education obtained at:

a) accredited higher education or research and development institutions in a member state of the European Union, the European Economic Area, or the Swiss Confederation;

b) accredited higher education or research and development institutions included in the List of prestigious universities from other countries, approved/updated by order of the relevant minister;

c) accredited higher education or research and development institutions that are subject to an international mutual recognition agreement, concluded at intergovernmental or interuniversity level.

Recognition of teaching positions obtained abroad according to the Methodology regarding the recognition at Transilvania University of Brașov of teaching positions in higher education obtained in accredited higher education institutions abroad, is valid and produces legal effects only at the level of Transilvania University of Brașov.
