Issuing proof for the parent who is going to work abroad*
The procedure establishes the method of issuing evidence for the parent who goes to work abroad and who has notified the Public Social Assistance Service
Granting educational incentive in the form of social vouchers for kindergarten*
Children from disadvantaged families, Romanian citizens, who have their domicile or residence in Romania, benefit from the educational incentive granted in the form of social vouchers for kindergarten, with the aim of increasing their access to education.
1. Educational incentives are granted to children from families who have established the right to allowance for family support provided under Law no. 277/2010 regarding the allowance for family support, republished, with subsequent amendments and completions, regardless of whether the family is receiving this right or it is suspended.
2. By exception, the educational incentive is also granted to children under the care of the person designated by the parent for the child's maintenance during the parents' absence, according to art. 104 of Law no. 272/2004 regarding the protection and promotion of children's rights, republished, with subsequent amendments and completions, if the income per person, including the child in care, does not exceed the maximum income level for granting the allowance for
family support.
Granting allowances to persons classified with severe disability with a personal assistant*
The procedure regulates all the operations leading to the submission of documentation in order to benefit from the monthly allowance granted to a person with a severe disability.
Preparation of the social investigation for persons with severe disability*
Classification in the degree and type of disability is carried out under the conditions provided by Law no. 448/2006 regarding the protection and promotion of the rights of persons with disabilities, republished.
*Granting the right of the person classified with a severe handicap with a personal assistant to hire a personal assistant*
Persons classified with severe disabilities with a personal assistant are entitled to have a personal assistant hired and paid by the local public authorities, in order to facilitate equal opportunities, ensure an independent life, and promote social inclusion.
Guaranteed minimum income*
Granting emergency financial aid*
Emergency aid is granted to families or individuals who are in situations of need caused by natural disasters, fires, accidents, the burial of persons without legal supporters, as well as other special situations established by law.
Emergency aid (depending on the situation) is granted in cash based on the Mayor's Order for granting emergency aid, which is based on the written request of a family member or the individual person, as well as the social investigation carried out by the staff of the Social Benefits Office within the Social Assistance Directorate Dorohoi, which certifies the situations of need or, as the case may be, the special situations in which the families or individuals find themselves.
The necessary funds for the payment of emergency aid are provided from local budgets.
Burse/Bani de liceu
Through this program, financial support is provided to high school students in order to continue/complete their studies.
The conduct of volunteer activity*
Volunteering is carried out on the basis of a contract concluded in written form, in Romanian, between the volunteer and the host organization. The obligation to conclude the volunteer contract in written form belongs to the host organization. The written form is mandatory for the valid conclusion of the contract.
Request for audience registration Director*
The procedure refers to the activity of accessing public interest information. The activity is relevant in importance, being specifically regulated within the institution.
All other activities within the institution depend on the regulated activity, due to the role this activity has in ensuring all processes run correctly and on time.
Family support allowance*
Families and single persons who have in their care children up to 18 years old, if they have net monthly income per family member of up to 557.03 lei.
A family is also considered to be an unmarried man and woman, with their children and each of their children, who live and manage households together, if this is recorded in the social inquiry.
*The allowance for child care from 3 to 7 years old or monthly support*
Preparation of monthly allowance files for the care of children aged 3-7 years (child with disability), monthly allowance for reduced working hours, monthly support for child care 0-3 years, monthly support for child care 3-7 years, supplement for child's allowance.
State allowance*
The state allowance for children is granted to all children up to the age of 18, Romanian citizens, without discrimination, as well as to young people who have turned 18 years old, who attend high school or vocational education courses organized according to the law, until their completion.
Young people who repeat the school year do not benefit from the state allowance, except for those who repeat for health reasons, proven by a medical certificate.
Children of foreign citizens and stateless persons residing, under the law, in Romania, also benefit from the state allowance for children, if they live together with their parents.
For families of Romanian citizens who are or are not engaged in salaried activity in a member state and who have requested in writing the right to family benefits in that member state, but who do not fall under the provisions of that respective EU member state's law for granting these, they may request the right to the state allowance for children in Romania, based on an application and supporting documents, regarding the state allowance for children, as well as for regulating the methods of payment of the state allowance for children.
As a supporting document, the European form E411 or any other document issued by the competent institutions in the respective member state, with the mention that the family has requested but does not have the right to family benefits in that member state, is required.
According to the provisions of art.72 of Council Regulation no.987 of 16 September 2009, within the European Union, the cumulation of rights to family benefits must be avoided, which is why rules have been established to determine the member state primarily responsible for paying the right.
*Legal counseling and information*
This procedure establishes the manner in which information and counseling services are provided through the Legal and Litigation Department.
Access/provision of social services for elderly persons in Dorohoi Municipality through the Integrated Services Center for Elderly Persons*
The purpose of the social service "Center for integrated services for elderly persons – Home care unit" is to provide social services to elderly persons in the Municipality of Dorohoi, whose needs can be addressed through the activities carried out/services offered, in order to overcome difficult situations, prevent and combat the risk of social exclusion, promote social inclusion, and improve quality of life.
Access/provision of social services for the child/young person within the day center for children and young people with disabilities*
The social service Day center for children and young people with disabilities social service code 8891CZ-C-III, established and administered by the provider Dorohoi Social Assistance Directorate, accredited according to Accreditation Certificate series AF no. 005852, holds Operating License series LF no. 0000061, headquarters at Stefan cel Mare street no.43.
The purpose of the social service "Day center for children and young people with disabilities" is to provide specialized services to children and young people with disabilities in the community, offering them free primary and specialized social services through therapeutic assistance during the day.
*Insertion incentive*
The insertion incentive is granted in accordance with the provisions of GEO no. 111/2010 regarding leave and the monthly allowance for child raising, with subsequent amendments and completions, and the METHODOLOGICAL NORMS for the application of the provisions of GEO 111/2010 regarding leave and the monthly allowance for child raising, with subsequent amendments and completions.
Preparation of social inquiries for the classification of minors in a degree of disability*
- Receiving and registering the applications/documents directly from applicants
- Gathering information/data regarding the psycho-socio-economic situation of the child and the biological/extended family
- Analyzing and evaluating the information/data collected regarding the psycho-socio-economic situation of the child and the biological/extended family
- Drafting the social inquiry report that contains all relevant information regarding the child for whom the social inquiry is being made. This report must include the specialist's proposal in accordance with the legislation in force correlated with the identified situation.
- Sending the social inquiry report to the applicant.
Access/provision of social services for adults with disabilities within the integrated community center*

Granting/modification of social services through the Social Aid Canteen*
The purpose of the social service "Social Aid Canteen" is to provide free or paid social services, according to Law no. 208/1997 regarding social aid canteens, for persons in special economic-social or medical situations.
Nanny allowance*
Can benefit from the financial assistance for the payment of services provided by a nanny, as provided by LAW no. 35 of March 31, 2020 (hereinafter referred to as financial assistance), within the limits of the annually approved budgetary funds for this purpose, persons who have preschool-aged children in their care, whose income is up to 3,500 lei per family member, and who are in one of the following situations:
- a)is the parent with whom the child resides on a permanent basis;
- b)is the legal representative of the child and takes care of and raises the child;
- c)is the person designated by the parent for the care of the child during the parents' absence, according to the provisions of art. 104 of LAW no. 272 of June 21, 2004 regarding the protection and promotion of the rights of the child, republished, with subsequent amendments and additions.
Eligibility criteria:
Financial assistance is granted monthly, for each preschool-aged child.
When determining the monthly net income, the average net income earned by the beneficiary in the last 6 months prior to applying for the financial assistance is taken into account, under the terms of art. 8 para. (1) of LAW no. 416 of July 18, 2001 regarding the minimum guaranteed income, with subsequent amendments and additions.
To benefit from the financial assistance, the persons provided for in art. 1 must cumulatively meet the following conditions:
- a)be a Romanian citizen with domicile in Dorohoi municipality, a citizen of another state, or a stateless person, with domicile in Romania, under the conditions provided by the legislation in force;
- b)are employed with an individual employment contract or based on a service relationship, carry out independent activities, obtain income from intellectual property rights, income from agricultural, forestry or fish farming activities, or hold a position of public dignity or an assimilated position.
Persons who do not meet the conditions provided in para. (1) letter b) can also benefit from the financial assistance if they cumulatively meet the following conditions:
- a)are registered unemployed receiving benefits or are registered in the records of the county employment agency as job seekers on the date of application;
- b)have not refused more than two job offers from the county employment agency.
Financial assistance is granted only for the child who is not enrolled at an accredited nursery/kindergarten (public/private) or for whom the applicant has not refused a place at an accredited nursery/kindergarten (public/private) in the municipality or has not withdrawn the child from an accredited nursery/kindergarten (public/private).
Financial assistance is granted based on an application (according to the annex) and supporting documents proving the fulfillment of the conditions provided by this methodology regarding granting financial assistance to families for the payment of services provided by a nanny.
*Granting funeral assistance for minimum guaranteed income beneficiaries*
Funeral aid is granted based on Law no. 416/2001 regarding the minimum guaranteed income, in the event of the death of a person from families benefiting from social aid or of a single person benefiting from social aid (the mayor may decide to grant aid representing part of the funeral expenses).
The monthly allowance for child raising*
The monthly allowance for child raising is granted in accordance with the provisions of GEO no. 111/2010 regarding leave and the monthly allowance for child raising, with subsequent amendments and additions, and the METHODOLOGICAL NORMS for the application of the provisions of GEO 111/2010.
BENEFICIARIES:
- Either of the child’s biological parents;
- The person who has adopted the child;
- The person to whom the child has been entrusted for adoption;
- The person who has the child in placement or emergency placement;
- The professional maternal assistant, only for their own biological or adopted children;
- The person who has been appointed as the child’s guardian.
Beneficiaries must have earned income from salaries and salary equivalents, income from independent activities, income from agricultural, forestry, and fishery activities, subject to income tax, or meet one or more of the conditions listed below, for a period of 12 months in the last 2 years prior to the birth of the child or, as applicable, for a period of 12 months in the last 2 years prior to the date on which the adoption was approved, the entrustment was made, or the placement or guardianship was established:
- are within the 60-day period after graduating from full-time courses of pre-university/university education, organized according to the law, with a bachelor’s/ graduation/ diploma exam, for employment/continuing studies/registering for unemployment, according to the law.
- have accompanied their spouse sent on permanent mission abroad;
- have benefited from unemployment allowance, established according to the law;
- have benefited from social health insurance leave and allowances, according to the law;
- have completed periods assimilated to the contribution stage in the public pension system under the provisions of art. 38 para. (1) of Law no. 19/2000 regarding the public pension system and other social insurance rights, with subsequent amendments and additions;
- have completed contribution periods in the public pension system under the provisions of special normative acts regulating collective layoffs;
- have completed periods of contribution in the public pension system, prior to the entry into force of GEO no. 44/2006, on the basis of a social insurance contract;
- have benefited from the monthly child-raising allowance until the age of 2 years, or up to the age of 3 years in the case of a child with disabilities; have benefited from invalidity pensions;
- have benefited from unpaid leave to participate in training and professional development courses initiated by the employer or with their consent, organized according to the law;
- have worked under an individual labor contract abroad, based on bilateral government agreements concluded by Romania with other states, during some of the 12 months prior to the child’s birth;
- are in a period of temporary cessation of activity, at the employer’s initiative, without terminating the employment relationship, for economic, technological, structural, or similar reasons, according to the law;
Granting heating aid*
The heating aid for the home and the energy supplement are granted based on the application and the applicant's self-declaration regarding the family composition and its income, accompanied by supporting documents.
The application is submitted by the holder of the heating aid for the home and the energy supplement, who can be
- the owner of the home
- the person who has transferred the home based on a contract with a maintenance clause;
- the holder of the rental contract;
- another adult family member, legally authorized by the owner/contract holder;
- legal representative for single persons who have not reached 18 years of age.
In the situation where vulnerable consumers meet the eligibility conditions during the cold season, the establishment of the right to heating aid for the home is made, by mayor's order, as follows:
- starting from the month the application is submitted, for those who submitted documents by the 20th of that month;
- starting from the following month, for those who submitted documents after the date specified in letter a
- When determining the family's or, as the case may be, the single person's monthly net income, all incomes earned by family members in the month prior to the one in which the right to heating aid is requested are taken into account, including those deriving from state social insurance rights, unemployment insurance, allowances, allocations, and permanent aids, regardless of the budget from which they are covered, legal maintenance obligations, and other legal claims.
Drawing up social inquiries for children with SEN*
The procedure refers to the activity of preparing social reports in the case of children with special educational needs.
The activity is relevant in terms of importance, being distinctly procedured within the institution.
All other activities within the institution depend on the procedured activity, due to the role this activity has in the correct and timely conduct of all processes.
- The purpose of this procedure is to establish the method of preparing social reports in the case of children with special educational needs
- Provides assurance regarding the existence of appropriate documentation for the conduct of the activity
- Ensures continuity of the activity, including in conditions of staff fluctuation
- Supports the audit and/or other authorized bodies in auditing and/or control actions, and the manager in decision-making.
Access to public interest information*
The purpose of this procedure concerns the free and unrestricted access of individuals to any information of public interest, as defined by law, and constitutes one of the fundamental principles of the relationship between individuals and public authorities, in accordance with the Constitution of Romania and international documents ratified by the Romanian Parliament.
It establishes the manner in which the communication of acts issued by the director to authorities, institutions, and interested persons is ensured, under the conditions of Law no. 544/2001 regarding free access to information of public interest.
The procedure is carried out especially for good collaboration between citizens and public institutions, for the interests of the public institution, citizens, public institution employees, etc.
*Access/provision of social services within the day center for Jurjac children*
The day center's mission is to prevent the abandonment and institutionalization of children by providing, during the day, care, education, recreation-socialization, counseling, the development of independent living skills, school and career guidance, etc. for children, as well as support, counseling, education, etc. activities for parents or legal representatives, as well as for other people who are taking care of children.
The services provided by the "Jurjac" Day Center are complementary to the efforts and steps of the family itself, as required by parental obligations and responsibilities, as well as to the services provided by educational institutions and other service providers, according to the individual needs of the child in their socio-family context.
Child protection and tutelary authority*
In accordance with the legislative provisions in the field of child protection, namely Law no. 272/2004 regarding the protection and promotion of children's rights, the Office for Guardianship Authority and Child Protection carries out activities of identification, monitoring of families and children in difficulty, prevention of risk situations, prevention of child abandonment and separation from their family, reintegration of the child into the family, as well as other actions aimed at ensuring the observance of children's rights.
- Carries out activities of identification, intervention and monitoring of children who are deprived of parental care during the period their parents are working abroad; evaluates the legal situation of the child, in order to identify a permanent solution for the protection of the child and issues evaluation reports for parents who are about to leave for work abroad for the delegation of parental authority, according to H.G no. 691/2015;
- Counsels and informs families at risk, with children in their care, regarding their rights and obligations, the rights of children, monitors and analyzes the situation of children, as well as the way children's rights are respected, ensuring the centralization and summarization of relevant data and information;
- Establishes partnerships and collaborates with non-governmental organizations and representatives of civil society in order to develop and support child protection measures;
- Conducts social inquiries regarding the manner of raising and educating the minor for the exercise of parental authority, determination of the minor's residence, setting up a visiting schedule for the minor, modification of maintenance payments, restraining order;
- Conducts social inquiries for minors for whom a protection measure has been established in order to reintegrate them into their natural family;
- Draws up the service plan through which the provision of services and benefits aimed at preventing the separation of the child from the family is planned;
- Conducts social inquiries for obtaining/renewing the foster parent certificate;
- Conducts social inquiries for persons requesting permission for minors to leave the placement centers.
Admission within the Day Center for Elderly Persons (Club type)*
The social service " Day Center for Elderly Persons" operates with the observance of the provisions of the general framework for the organization and operation of social services regulated by Law no. 292/2011, with subsequent amendments, Law 17/2000 regarding the social assistance of elderly persons, republished, with subsequent amendments and completions.
Applicable minimum quality standard: Order no. 29/2019 for approving the Minimum Quality Standards for the accreditation of social services intended for elderly persons, homeless persons, young people who have left the child protection system and other categories of adults in difficulty, as well as for services provided in the community, services provided in an integrated system, and social canteens.
The social service " Day Center for Elderly Persons" is established by HCL no. 25/2022.
The purpose of the social service " Day Center for Elderly Persons" is to provide social services to elderly persons from Dorohoi Municipality, whose needs can be solved through the activities carried out/services offered, with the goal of overcoming difficult situations, preventing and combating the risk of social exclusion, promoting social inclusion, and increasing the quality of life.
The Day Center for Elderly Persons facilitates and encourages interpersonal connections, including with the families of elderly persons. Through its activities, it allows the maintenance or improvement of the physical and intellectual capacities of elderly persons, stimulates their participation in social life.
This center supports elderly people by increasing psychological comfort, involving them in activities of a recreational and socio-cultural character, as well as by developing an attitude of mutual help among peers.
