Issuance of the certificate for requesting the amounts remaining uncollected by the deceased person with disabilities*

Social benefits remaining uncollected by the deceased person with disabilities, representing the indemnity and/or the personal complementary budget for the month in which the death occurred, and, as the case may be, the social benefits due and unpaid until the death, shall be paid to the surviving spouse, children, parents, or, in their absence, to the other heirs, under the conditions of common law, upon their request. The amounts provided above may be claimed by the heir at the territorial agency for payments and social inspection, within the general limitation period, based on the document attesting the heir status, as well as, in the situation where there are several heirs, a statement on their own responsibility that the other heirs do not claim these amounts.

By the 5th of each month, the city halls have the obligation to send, based on a schedule, the applications registered in the previous month, accompanied by supporting documents, to the Vaslui County Agency for Payments and Social Inspection. Transmitting documents for the granting of the supplement for natural gas consumption*

For granting the supplement for natural gas consumption, the person with responsibilities in the field of social assistance from the mayor's specialized apparatus draws up the monthly centralized situation, the model of which is provided in annex 15 HG.1073/2021. The centralized situation is approved by the mayor and sent to both AJPIS Vaslui and the suppliers, both in hard copy and electronically.
Based on the centralized situation drawn up by the mayor and the invoices sent to the beneficiaries, the natural gas suppliers prepare the centralized list according to annex 19 HG 1073/2021, which is sent to the mayor for certification and constitutes the payment document. After certification, the lists are sent to AJPIS Vaslui for reimbursement, both in hard copy and electronically.
The city halls will upload in the Documents required section both electronically and in hard copy the situation regarding the beneficiaries and the amount of the supplement for natural gas consumption (annex 15) as well as the Centralized list including the beneficiaries of the supplement for natural gas and its effective amount, certified by the mayor, after receiving it from the natural gas supplier (annex 19).

Transmission of documents for the establishment of debts for home heating aid and supplements*

According to art. 32 paragraph 5 of Law 226/2021 regarding the establishment of social protection measures for the vulnerable energy consumer, the recovery of amounts unduly paid as heating aid and energy supplement is made by the decision of the executive director of the territorial agency, which is based on the mayor's provision indicating the amount owed and the reason for the creation of the debt.
Town halls will upload in the section Necessary Documents: Centralized Statement of Debts (pdf and xls) which includes surname, first name, personal identification number, reason for the debt, type of aid/supplement, debt period, unduly collected amount, recovery method. The statement is accompanied by the mayor's provisions indicating the reason for the creation of the debt and the amount to be paid.

Submission by beneficiaries of the application for granting the support allowance / fixed amount of 1500 lei annually for the adoptive person/family.*

According to art.100^1 of Law 273/2004 regarding the adoption procedure, "The adopter or adoptive family benefits, as financial support, from a monthly allowance, hereinafter referred to as support allowance, related to the social reference indicator, in the amount of 1.20 SRI, for each child who, at the date the court decision approving the adoption becomes final, is in one of the following situations:
a) is aged between 3 and 6 years;
b) is classified with a mild or moderate disability;
c) is part of a group of 2 siblings eligible for adoption together.
(2) The amount of the support allowance is increased by 50% if, on the date the court decision approving the adoption becomes final, the child is in one of the following situations:
a) has reached the age of 7 years;
b) is classified with a severe or accentuated disability, is HIV-infected, or has AIDS;
c) is part of a group of at least 3 siblings eligible for adoption together.
According to art.80 para.3 of GD 579/2016, for granting the support allowance, starting with the month following the date the court decision approving the adoption becomes final, the application and supporting documents provided shall be submitted within 30 working days from the date the court decision approving the adoption becomes final and are registered at the territorial agency in the administrative-territorial area where the entitled person has their domicile. If the 30 working day term is exceeded, the support allowance is granted starting with the month following the submission of the application.
According to art.100^2 of Law 273/2004 regarding the adoption procedure (1) The adopter or adoptive family who has adopted one or more children benefits, for each adopted child, from a fixed amount of 1,500 lei per year, intended to cover medical, psychological, or other recovery/rehabilitation services, whose necessity has been established as a result of recommendations from a doctor, psychologist, or social worker.

Monthly report on persons benefiting from inclusion aid, as well as the activities carried out by them*

Art. 59 of Law 196/2016
(1) In the case of families benefiting from the minimum inclusion income that includes the inclusion aid component, one of the able-bodied adult members of that family is required to perform monthly, at the request of the mayor, activities or works of local interest, with observance of the normal working time and of the occupational health and safety standards.

(2) The provisions of paragraph (1) do not apply to families for which the amount of the inclusion aid is up to 50 lei. For these, the working hours are set quarterly and can be fulfilled in any of the months of the quarter.
ART. 61
(1) In order to fulfill the obligation provided in Art. 59 para. (1) by able-bodied persons benefiting from inclusion aid, mayors have the following obligations:
a) to draw up annually a plan of actions/works of local interest, which may be revised semi-annually;
b) to keep record of the working hours performed, for the activities and works of local interest, by the able-bodied persons;
c) to ensure the persons provided in letter b) with instruction in occupational safety and health at the workplace;
d) to post monthly, at their own headquarters, the plan of actions/works of local interest for the current month, the list of beneficiaries of the minimum inclusion income, the list of persons who will carry out activities or works of local interest, as well as the situation of the activities/works performed in the previous month;
e) to send quarterly, in electronic format, to the territorial agency for payments and social inspection, the record provided in letter b).
(2) The working time duration provided in Art. 59 para. (1) is calculated in proportion to the amount granted as inclusion aid, with an hourly rate corresponding to the national minimum gross basic salary guaranteed in payment, related to the average monthly working time.

Until April 30, the town halls have the obligation to submit the Centralized Situation regarding the beneficiaries of heating aid for homes with solid or petroleum fuels, to the County Agency for Payments and Social Inspection Vaslui. By July 31, the city halls are required to submit the Situation regarding the beneficiaries and the amount of aid for thermal energy, as well as the Statement including the beneficiaries of aid for thermal energy and its amount, to the Vaslui County Agency for Payments and Social Inspection.

Transmission of the DGASPC director’s orders for granting, modifying, suspending, or terminating social benefits for persons with disabilities.*

The payment of social benefits for persons with disabilities is made based on the payment decision issued by the executive director of the territorial agency, which is based on the order of the general director of the general directorate of social assistance and child protection.

For the payment of social benefits, by the 3rd of each month for the previous month, the general directorate sends the territorial agency the Centralized Statement with the beneficiaries of social benefits and amounts to be paid, established according to art. 58 of Law no. 448/2006, republished, with subsequent amendments and completions, for each benefit separately. The decisions for granting, modifying, terminating, suspending the right to social benefits for persons with disabilities are communicated to the territorial agency together with the Centralized Statement, by the 3rd of each month.

DGASPC will upload in the Required Documents section the Payrolls and the Orders of the general director of DGASPC for granting, modifying, suspending, terminating social benefits for persons with disabilities.

Transmitting certificates for the purpose of maintaining the allowance for young people (who have opted to terminate the special protection measure)*

Young people who have benefited from a social protection measure, under the law, and have reached the age of 18 may opt for the continuation of the special protection measure under the conditions of art. 55 para. (2) and (3) or for receiving a monthly allowance in the amount of 4.8 ISR. Young people who can prove that they are attending full-time education or have a job are eligible for this allowance.
According to art. I of the Order of MMSS and MFTES no. 1954/20668/07.10.2022, in order to maintain the payment of the allowance for young people, they are required to submit to the territorial agency, every 6 months from the date the right was established, as applicable, a certificate issued by the employer attesting that the young person has employee status or a certificate issued by the educational institution attesting that the young person is enrolled in that institution and is attending courses.

Transmission and recording of tables containing the results of checks on asf/vmg beneficiaries who have outstanding amounts.*

According to Article 18* of Law no.416/2001 with subsequent amendments and completions, and according to Article 28 of Law 277/2010 regarding the allowance for family support, the director of the territorial agency requests the city hall in whose territorial area the family lives to verify the situation that led to the registration of unpaid amounts for social aid and the allowance for family support, through a social investigation. The result of the verification is communicated to the territorial agency.

The submission by potential beneficiaries of the application for the granting of the allowance related to the adaptation leave.*

According to Article 50 of Law 273/2004 regarding the adoption procedure, "The adopter or, optionally, any of the spouses of the adoptive family who earn income subject to income tax, according to the provisions of Law no. 227/2015 regarding the Fiscal Code, with an accommodation period of up to a maximum of two years, which also includes the period of subsequent modifications and additions, from salary activities and those assimilated to them or, as the case may be, from independent activities, copyright or agricultural activities, hereinafter referred to as the entitled person, may benefit from a leave for the entrustment of the child for adoption, as well as a monthly allowance.”

According to Article 73, paragraph 3 of Government Decision 579/2016 regarding the approval of the Methodological Norms for the application of Law 273/2004 regarding the adoption procedure, "For granting the monthly allowance related to the accommodation leave, the application and supporting documents provided in paragraphs (1) and (2) must be submitted within 10 working days from the date the court decision for entrustment for adoption was enforced and are registered at the county agency for payments and social inspection and, respectively, at the agency of the municipality of Bucharest in whose administrative-territorial area the entitled person resides, hereinafter referred to as the territorial agency."

Transmission of orders to the mayor for approval/modification of holder/maintenance/suspension/cessation/extension of granting (incentive) the right to minimum inclusion income*

Art.38 of Law 196/2016
By the 20th of each month, the staff of the territorial agency verifies the fulfillment of eligibility criteria, as they result from the data processed within the SNIAS, and determines the final amount of the components of the minimum inclusion income for which the mayor's order provided in art. 36 para. (1) was issued.
(2) For the completion of the verification provided for in para. (1), the territorial agency may request information and documents from the local and central public administration authorities, as well as other institutions, regarding the conditions provided by this law for granting the minimum inclusion income, if these are not found in SNIAS.
(3) Upon completion of the verification provided for in para. (1), the executive director of the territorial agency issues the payment determination decision, which mentions the mayor's order and the amount of the minimum inclusion income, broken down by components.
(4) The template for the decision provided for in para. (3) is approved by the methodological norms for the application of the provisions of this law.
(5) The decision of the executive director of the territorial agency for payments and social inspection represents the payment document for the minimum inclusion income and is communicated to the holder within a maximum of 10 days from the date of issue.
(6) The payment is made in the month following the one in which the payment determination decision was issued by the executive director of the territorial agency for payments and social inspection.

ART. 39 of Law 196/2016
(1) The change, upon request or ex officio, of the holder of the minimum inclusion income is made by written order of the mayor and is communicated, within 5 days from the date of issue, to the new holder and, where appropriate, to the old holder.

(2) Based on the written mayor's order, provided for in para. (1), available within SNIAS, the executive director of the territorial agency issues a new payment determination decision which is sent to the new holder, within a maximum of 10 days from the date of issue.
ART. 40*)
(1) In the event that changes occur in the composition of the family and/or the income of the beneficiaries of the minimum inclusion income, the holder is obliged to submit to the town hall, within no more than 10 working days from the date the change occurred, a sworn statement regarding the changes, accompanied by supporting documents, as the case may be.
(2) After verification, according to the provisions of art. 33, of the data and information entered in the statement and documents provided for in para. (1), if the setting of a new amount of the minimum inclusion income is necessary, the mayor issues an order for the retention or termination of the right, as the case may be.
(4) The territorial agency for payments and social inspection verifies the data and information regarding the family composition and the incomes entered in the statement and documents provided for in para. (1), as well as in the mayor's order for retention or termination of the right, existing in SNIAS.
(5) Upon completion of the verification provided for in para. (4) the executive director of the territorial agency, based on the mayor's order provided for in para. (2), issues the decision to retain or terminate the payment, in which the mayor's order is mentioned. In case of retaining the payment, the decision also contains the amount of the minimum inclusion income, broken down by components.

Submission of documents for the granting of the electricity consumption supplement*

In order to grant the supplement for electricity consumption, the person with responsibilities in the field of social assistance from the mayor’s specialized staff prepares monthly the centralized report, the model of which is provided in annex 16 HG.1073/2021. The centralized report is approved by the mayor and is sent both to AJPIS Vaslui and to the suppliers, both in printed and electronic format.
Based on the centralized report prepared by the mayor and the invoices sent to the beneficiaries, the electricity suppliers draw up the central register in accordance with annex 20 HG 1073/2021, which is sent to the mayor for certification and constitutes the payment document. After certification, the central registers are sent to AJPIS VASLUI for settlement, both in printed and electronic format.
City halls will upload in the Required Documents section, both in electronic and printed format, the situation regarding the beneficiaries and the amount of the electricity supplement (annex 16) and the Central Register including the beneficiaries of the electricity supplement and its effective amount, certified by the mayor, after receiving it from the electricity supplier (annex 20).

Transmission of monitoring reports for children in foster care*

By the 5th of the month following the one in which the quarterly report regarding the evolution of the physical, mental, spiritual, moral, or social development of children in placement and the way in which they are cared for, raised, and educated was prepared, the General Directorate of Social Assistance and Child Protection or, as the case may be, authorized private bodies, public social assistance services are required to send to the County Agency for Payments and Social Inspection certified copies of the monitoring reports drawn up.

Submission of documents for the granting of the supplement for the consumption of solid and/or petroleum fuels*

For the granting of the supplement for the consumption of solid and/or petroleum fuels, the person responsible for social assistance within the mayor's specialized apparatus prepares monthly the centralized report, the model of which is provided in Annex 17 of HG.1073/2021. The centralized report is approved by the mayor and sent to AJPIS Vaslui, both in printed and electronic format.
The city halls will upload in the Documents required section, both in electronic and printed format, the situation regarding the beneficiaries and the amount of the supplement for the consumption of solid and/or petroleum fuels (Annex 17).

Transmission of files for the granting of placement allowance and support indemnity for the person or family who has received a child in placement or has been designated or appointed as the guardian of a child (with the exception of maternal assistants and organizations)*

The person or family who has received into placement or has been designated or appointed as the guardian of a child, under the conditions of the law, during the period in which they provide upbringing and care for the child, shall benefit, in addition to the monthly placement allowance provided in paragraph (1), from a monthly support allowance, in the amount of 0.8 ISR. The maternal assistant and the authorized private body do not benefit from the monthly support allowance.

Transmission of documents for granting the supplement for thermal energy consumption*

For the granting of the supplement for thermal energy consumption, the person with responsibilities in the field of social assistance from the mayor's specialized apparatus draws up the centralized report every month, the model of which is provided in Annex 14 to HG.1073/2021. The centralized report is approved by the mayor and sent to both AJPIS Vaslui and to the suppliers, both in hard copy and electronically.
Based on the centralized report drawn up by the mayor and the invoices sent to the beneficiaries, the thermal energy suppliers prepare the centralizing slip according to Annex 18 HG 1073/2021, which is sent to the mayor for certification and which constitutes a payment document. After certification, the slips are sent to AJPIS VASLUI for settlement, both in hard copy and electronically.
Town halls will upload in the Necessary Documents section, both in electronic and hard copy format, the statement regarding the beneficiaries and the amount of the supplement for thermal energy (Annex 14) and the Centralizing Slip including the beneficiaries of the supplement and the actual amount of this supplement, certified by the mayor, after receiving it from the thermal energy supplier (Annex 18).

Young people who have benefited from a social protection measure, under the law, and have reached the age of 18 may opt for the continuation of the special protection measure under the conditions of art. 55 para. According to the legislation in force, namely: Law 61/1993 regarding the state allowance for children, Government Decision 577/2008 regarding the Methodological Norms for the application of Law 61/1993, Law 277/2010 regarding the family support allowance, Law 416/2001 regarding the guaranteed minimum income, Government Decision 50/2011 for the approval of the Methodological Norms for the application of Law 416/2001 regarding social aid, Law 272/2004 regarding the protection and promotion of children's rights, Order 1733/2015 regarding the approval of the procedure for the establishment and payment of the monthly placement allowance, support indemnity and youth allowance, Emergency Ordinance 111/2010 regarding the child-raising indemnity, Government Decision 52/2011 for the approval of the Methodological Norms for the application of the provisions of Emergency Ordinance 111/2010 regarding the child-raising indemnity, Law 273/2004 regarding the adoption procedure, Government Decision 579/2016 for the approval of the Methodological Norms for the application of the provisions of Law 273/2004 regarding the adoption procedure, beneficiaries can request modifications in the granting of social rights based on supporting documents.
Beneficiaries will fill out electronically in the Necessary Documents section the application for the granting of unpaid rights, resumption of payment, change of address, name, payment method, modification of legal representative for the state allowance for children, family support allowance, social aid, child-raising indemnity, insertion incentive, monthly placement allowance, monthly food allowance, accommodation indemnity. The application will be accompanied by the relevant supporting documents, namely: legal representative’s identity card, child’s birth certificate, final court decision for divorce, placement, adoption, certificate of school attendance for pupils over 18 years old, certificate of disability degree classification, etc.​​
