Request for Extension of Building Permit*

For the extension of the validity of the building permit, a standard request (according to Form - model F.12 - REQUEST for the extension of the validity of the building permit) must be filled out and submitted to the issuing authority, accompanied by the original issued building permit. The request for the extension of the validity of the building permit must be submitted 15 days before the expiration of its validity date.

Granting the state allowance for children*

The state allowance for children is granted to all children up to the age of 18, without discrimination. The state allowance for children is also granted to young people who have reached the age of 18, who are attending high school or vocational education courses, organized according to the law, until their completion, except for those who repeat the school year, with the exception of those who repeat for health reasons, proven by a medical certificate.
Children of foreign citizens and stateless persons residing, under the law, in Romania, if living together with their parents, also benefit from the state allowance for children.
This right can be claimed by either of the child's biological parents, as well as by the person who has adopted a child, provided that the eligibility criteria are met.

Granting aid for home heating*

Granted for covering all or part of the expenses related to heating the home during the cold season.
Types of aid:
- aid for heating the home with thermal energy;
- aid for heating the home with natural gas;
- aid for heating the home with electricity;
- aid for heating the home with solid or petroleum fuels.
Beneficiaries:
Families and single persons who meet the following conditions:
- actually live at the address for which they request this aid, are registered in the property book and are taken into account in establishing the housing maintenance expenses;
- earn income up to 1386 lei/family member in the case of a family, or 2053 lei in the case of a single person;
- do not own goods included in the List of goods that lead to exclusion from granting social aid;
- are holders of the aid, a status that can be found in the following situations:
· owner of the home;
· legal successor of the home owner;
· person who has transferred the home under a sale-purchase contract with maintenance clauses or with a right of habitation;
· holder of a lease, commodatum, or concession contract;
· another adult family member authorized by the home owner or by the holder of the lease agreement;
· legal representative of the single person who does not have legal capacity (persons placed under interdiction, etc.)


Granting of the right
The aid for heating the home is granted based on an application-declaration on one's own responsibility, accompanied by supporting documents regarding the composition of the family, the income earned in the month prior to submitting the application by its members, and the goods owned, including in other administrative-territorial units. When establishing the family's or, as the case may be, the single person's monthly net income, all income earned is taken into account, including that from state social insurance rights, unemployment insurance, allowances, allocations and permanent aids, regardless of the budget from which they are covered, legal maintenance obligations and other legal claims, except for the amounts provided for in art.8 para.1 of Law 416/2001 regarding the guaranteed minimum income.
Required documents:
- copies of the identity documents of all family members;
- copy of documents attesting the status of heating aid holder (property deed, lease contract, legal authorization, etc.);
- copies of registration certificates for owned vehicles (where applicable);
- supporting documents regarding the income earned in the month prior to submitting the application (salary certificate stating YES/NO meal vouchers, vacation vouchers, pension vouchers, unemployment vouchers, etc.); for persons who have no income or whose amount cannot be proven otherwise, a notarized statement must be submitted for this purpose;
- certificate issued by the owners'/tenants' association regarding the number and names of persons actually living at the address where heating aid is requested (for applicants who submit the application individually);
- copy of the last natural gas/electricity bill (for persons requesting heating aid with gas or electricity).


Submission of application-declarations is done only once at the beginning of the season. A holder is legally entitled to only one heating aid, depending on the type of home heating (thermal energy, natural gas, electricity, solid or petroleum fuels). If families and single persons meet the conditions for granting heating aid for the home during the cold season, the right to heating aid for the home is established starting from the month the application is submitted, if it is submitted by the 20th of the month. Single persons and families who own goods included in the list of those that lead to the exclusion of heating aid for the home, provided in Annex no.4 to HG 559/2017, DO NOT benefit from heating aid for the home.

Urbanism Certificate*

Granting the monthly allowance for raising children up to 2 years old, respectively 3 years old in the case of a child with disabilities*

The allowance for raising children up to 2 years old, or up to 3 years old in the case of a child with a disability, is a form of support to which persons are entitled if, in the last 24 months prior to the child's birth, they have earned income for 12 months from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 regarding the Fiscal Code, with subsequent amendments and completions - income subject to tax, or have been in one or more of the situations referred to as assimilated periods. Either of the child's natural parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.

Granting allowance for family support*

The family support allowance is a form of assistance for families with low incomes, of up to 530 lei per family member, who are raising and caring for children up to 18 years old.
Granting the family support allowance aims to supplement the income of families in order to ensure better conditions for the upbringing and education of children, as well as to encourage the attendance by school-aged children, under the care of low-income families, of courses in a form of education, organized according to the law, in accordance with art.1, para.2 of Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions.
If the family owns, rents, holds in use, or in any other form possesses at least one of the goods included in the list of goods that lead to the exclusion from granting social aid, provided in art. 8, para. (2) and (3), of Law 416/2001 (Annex no. 3 of Government Decision 778/2013), they are not entitled to the allowance.

Granting the right of the person classified with a severe disability degree with a personal assistant to hire a personal assistant, as well as monitoring the activity of personal assistants*

Persons classified as having a severe disability with a personal assistant are entitled to have the local public authorities ensure the employment of a paid personal assistant, in order to facilitate equal opportunities, ensure an independent life, and promote social inclusion. The social benefits and vulnerable persons service is obliged to take the necessary measures to ensure the employment of personal assistants for all persons in need, classified as having a severe disability with a personal assistant, without any discrimination. The same service also monitors the activity of personal assistants.
To be employed as a personal assistant, the applicant must have their domicile or residence on the territory of Gurahonț commune.

Granting insertion incentive*

Eligible persons (who, for 12 months out of the 2 years prior to the birth of the child, have earned income from salaries, income from independent activities, income from agricultural activities, or have found themselves in one or more of the situations referred to as assimilated periods) who, during the period in which they are entitled to benefit from child-raising leave, earn taxable income are entitled to an insertion incentive in the amount of 50% of the minimum monthly child-raising allowance.
For persons who earn taxable income at least 60 days before the child reaches the age of 2, or 3 years in the case of a child with disabilities, the insertion incentive is granted until the child reaches the age of 3, or 4 years in the case of a child with disabilities.
Any of the natural parents of the child, as well as the person who has adopted a child, may benefit from this right, provided that they meet the eligibility criteria.
