In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States.

The activities of attestation of Romanian qualification titles of general nurse, midwife and nurse, in other EU Member States consist in the preparation and issuance of documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, the countries belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions. Where appropriate, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county/Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT acquired membership of OAMGMAMR, the application is submitted online through PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

In the event that the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is required to complete the file with all requested documents. If the applicant does not meet the completion deadline, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be issued by the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants through PCUe by the county branch of OAMGMAMR to which they have submitted the electronic file.
