In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States.

The activities of certifying the Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States consist in preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and additions.Where applicable, the certification documents are certificates or recommendations.

Online requests for issuing the documents necessary for professional recognition of the aforementioned Romanian titles, accompanied by the relevant documents, are sent via PCUe to the county branch/branch of the Municipality of Bucharest of the OAMGMAMR, to which the applicant is a member. If the applicant has NOT acquired the status of member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all required documents. If the applicant does not meet the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared by the specialized structure of the National OAMGMAMR, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of the OAMGMAMR at which they submitted the electronic file.
