Operational procedure regarding the automatic recognition by Alexandru Ioan Cuza University of Iași of the doctoral diploma and the doctoral title obtained in accredited higher education institutions abroad*

This procedure establishes the method by which “Alexandru Ioan Cuza” University of Iași automatically recognizes the doctoral diploma and the title of doctor in sciences or in a professional field obtained from accredited higher education institutions abroad, in compliance with the principle of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force.

The procedure applies to Romanian citizens and citizens of Member States of the European Union, the European Economic Area, and the Swiss Confederation who have obtained the doctoral diploma and the title of doctor in:

- accredited higher education or research and development institutions in European Union Member States, the European Economic Area, or the Swiss Confederation;

- accredited higher education or research and development institutions included in the “List of prestigious universities in other states,” approved by OMECTS No. 5825/2016 and periodically updated, for the purpose of establishing in Romania;

- accredited higher education or research and development institutions covered by an international mutual recognition agreement, concluded at governmental or inter-university level.

The recognition of the doctoral diploma and the title of doctor in sciences or in a professional field is granted only for the purpose of enrolling in postgraduate programs, obtaining habilitation, occupying a teaching or research position within “Alexandru Ioan Cuza” University of Iași. Occupying a teaching position in the Romanian higher education system is carried out according to the legal norms in force.

Only in cases of temporary exercise are the provisions from Law No. 200/2004 and art. 296, paragraphs (1) and (2) of Law No. 1 from 2011 of National Education applied directly:

(1)Reserved, vacant, or temporarily vacant teaching positions are primarily covered by tenured teaching staff of the institution or by associated teaching staff, with hourly payment, according to this law.

(2)The hiring of specialists with recognized scientific and professional value in the field, from the country or abroad, as invited associated teaching staff, is approved by the department council and confirmed by the administrative council.

Submission of the file:

The file can also be submitted to the Registry of “Alexandru Ioan Cuza” University of Iași, Monday to Friday, between 08.00 – 16.00 and will be forwarded to the Office for Doctoral University Studies or can be sent by mail to: “Alexandru Ioan Cuza” University of Iași, Bulevardul Carol I No. 11, Postal Code 700506, Iași, Romania.

The resolution period is 40 days from the registration date. This period is extended in justified cases, with the applicant being informed in writing. The Commission may request additional documents from the diploma holder, in which case the resolution period is extended by 30 days from the date of file completion.

Procedure regarding the automatic recognition by Alexandru Ioan Cuza University of Iași of academic teaching positions in higher education obtained in accredited higher education institutions abroad*

This procedure establishes the way in which the automatic recognition is carried out by the “Alexandru Ioan Cuza” University of Iași of teaching positions obtained in accredited institutions of higher education abroad, respecting the principle of legality, university autonomy, transparency, accountability, and the ethical and deontological norms in force.


The procedure applies to Romanian citizens and citizens of European Union Member States, of the European Economic Area, and of the Swiss Confederation who have obtained a teaching position in:

- accredited institutions from the Member States of the European Union, the European Economic Area, or the Swiss Confederation;

- accredited institutions included in the “List of prestigious universities from other countries,” approved by OMECTS no. 5825/2016 and periodically updated, for the purpose of settling in Romania;


Teaching positions obtained at other accredited university institutions than those mentioned above are recognized only based on an international mutual recognition agreement, concluded at intergovernmental or interuniversity level.

The automatic recognition of teaching positions obtained abroad may occur in the case of participating in a competition for occupying a teaching position, or other teaching activities carried out within the “Alexandru Ioan Cuza” University of Iași.


Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 paragraphs (1) and (2) of Law no. 1/2011 of National Education apply directly:

(1)Teaching positions that are reserved, vacant, or temporarily vacant are covered with priority by tenured teaching staff of the institution or by associated teaching staff, paid by the hour, according to this law.

(2)The employment of specialists with recognized scientific and professional value in the field from the country or abroad, as invited associate teaching staff, is approved by the department council and authorized by the board of administration.


The recognition of a teaching position by the “Alexandru Ioan Cuza” University of Iași, according to this procedure, is valid and produces legal effects at the level of the “Alexandru Ioan Cuza” University of Iași.


Occupying a teaching position in the Romanian higher education system is done in accordance with the legal norms in force.

Filing the application:

The recognition file can be submitted directly by the applicant to the Human Resources and Professional Development Service or sent by mail to the address: “Alexandru Ioan Cuza” University of Iași, 11 Carol I Boulevard, postal code 700506, Iași, Romania.

After verification, the file is registered at the University Registry and forwarded for resolution.

Operational procedure regarding the automatic recognition by Alexandru Ioan Cuza University of Iași of the quality of doctoral supervisor obtained in accredited higher education institutions from abroad*

This procedure establishes the method by which “Alexandru Ioan Cuza” University of Iași conducts the automatic recognition of the status of doctoral supervisor obtained in accredited higher education institutions abroad, while respecting the principle of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force. The procedure applies to Romanian citizens and citizens of member states of the European Union, the European Economic Area, and the Swiss Confederation who have obtained the status of doctoral supervisor in:

- accredited higher education or research-development institutions in member states of the European Union, the European Economic Area, and the Swiss Confederation;

- accredited higher education or research-development institutions included in the “List of prestigious universities from other countries,” approved by OMECTS no. 5825/2016 and updated periodically, for establishing themselves on the territory of Romania;

- accredited higher education or research-development institutions that are the subject of an international mutual recognition agreement, concluded at governmental or inter-university level.

The automatic recognition of the status of doctoral supervisor or habilitation by IOSUD “Alexandru Ioan Cuza” University of Iași is valid and produces legal effects only at the level of “Alexandru Ioan Cuza” University of Iași.

The recognition of the status of doctoral supervisor or habilitation by IOSUD “Alexandru Ioan Cuza” University of Iași is carried out only for the purpose of exercising the rights conferred by the status of doctoral supervisor and occupying a teaching position within “Alexandru Ioan Cuza” University of Iași.

Occupation of a teaching position in the Romanian educational system is carried out in accordance with the legal norms in force.

The resolution term is 30 days from the date of registration. This term is extended in justified cases, with the applicant being informed in writing. The committee may request additional documents from the applicant, in which case the resolution term is extended by 30 days from the date of completion of the file.
