You can request recognition of the authorization of technical execution responsibility obtained in another EU member state, EEA or the Swiss Confederation, Romanian citizens or citizens of another EU member state, EEA or the Swiss Confederation, who have been authorized to carry out the activity of technical execution responsibility by an act of authority - authorization or equivalent document, issued by the competent authorities recognized in those states, who wish to carry out the activity in Romania. For the recognition of the authorization, these persons will request registration in the Register of authorized technical execution responsibles, for carrying out the activity, in the authorization field indicated on the document attesting the status of technical execution responsible, on the territory of Romania, under the conditions of the law.

Based on the request submitted by the applicant, I.S.C. recognizes the document attesting the status of technical execution responsible obtained in the country of origin or provenance and registers it in the Register of authorized technical execution responsibles.

This procedure describes the way in which individuals, Romanian citizens or citizens of other member states of the European Union or the European Economic Area (EEA), can request the recognition of the document attesting the status of site supervisor obtained in their country of origin and who wish to work permanently in Romania. The site supervisor authorized by ISC is a person employed by the investor/beneficiary, having the obligation to ensure the correct verification of construction works throughout the duration of the works, according to the law.

The capacity of technical manager for execution is proven by the authorization issued by I.S.C. The right to practice is proven by the valid ID card issued by I.S.C. The validity of the ID card is 5 years from the date of issue, and the right to practice can be extended every 5 years by issuing a new ID card with the same validity period/visa of the ID card. Holders of technical manager for execution authorizations whose ID cards are not valid are not allowed to carry out activity in the authorized field during the period when the ID card is not valid. For the periodic confirmation of the right to practice in order to continue the activity, technical managers for execution must submit a file to I.S.C. at least 45 days before the expiration date of the ID card’s validity.

This procedure establishes the regulatory framework regarding the authorization of technical supervisors for execution by ISC starting from September 30, 2016. Persons who have been authorized to carry out the activity of technical supervisor for execution permanently by an act of authority—authorization or equivalent document—issued by competent authorities recognized in one of the member states of the E.U. or E.E.A. may carry out the activity in Romania also on a temporary basis, having the obligation to submit to I.S.C. a declaration, drafted in Romanian, regarding the services/works they will perform. In this situation, the technical supervisor for execution is exempt from registration in the Public Register of supervisors for execution authorized by I.S.C.

All technical managers in charge of execution are required to draw up, within a maximum of 30 days from taking over the project, the electronic register of the activity of the authorized technical manager in charge of execution.
Upon the first access of the electronic register of activity, each authorized technical manager in charge of execution will be assigned a unique identification account. The identification account is unique and non-transferable.
For the purpose of completing the register with information regarding the activity of the technical manager in charge of execution, it can be accessed on the I.S.C. website www.isc.gov.ro: https://www.isc.gov.ro/sistem/index.php and will be updated whenever there are changes to the information. In case of loss of the unique identification account, the authorized technical manager in charge of execution will request the issuance of another account for accessing the register. Provisions of the Procedure regarding authorization and the exercise of the right to practice of technical managers in charge of execution of construction works, approved by MDRAP Order no. 1895/2016.

This procedure describes how entities with legal personality can request an authorization renewal for the testing laboratories in construction. The authorization attests the legal competence to issue, under the law, documents stating the fulfilment of construction standards and quality standards of construction materials. The Authorization Renewal is free of charge and is granted every 4 years since the initial release of the authorization if the request is submitted with at least 45 days before the expiration date. If the request is not submitted and registered with at least 45 days before the expiration date, the initial authorization process will be resumed.

This procedure describes how entities with legal personality can request, for analysis and testing laboratory in construction - grade I and grade II, the evaluation of a mobile laboratory. Grade I and grade II laboratories may perform their work also off-site through mobile labs facility, created for a contract / project and with full responsibility for their accuracy. Results of the evaluation will be communicated to the laboratory owner.
