Granting the right of the person classified with a severe disability with a personal assistant to employ a personal assistant, as well as monitoring the activity of personal assistants*

Persons classified as severely disabled with a personal assistant have the right to have the employment of a personal assistant ensured, paid by the local public authorities, in order to facilitate equal opportunities, ensure an autonomous life, and promote social inclusion. The Social Benefits and Vulnerable Persons Service is obliged to take the necessary measures to ensure the employment of personal assistants for all people in need, classified as severely disabled with a personal assistant, without any discrimination. The same service also monitors the activity of personal assistants.
To be employed as a personal assistant, the applicant must have their domicile or residence within the territory of Grădinari commune.

Granting of insertion incentive*

Eligible persons (who, for 12 months out of the 2 years prior to the child’s birth, obtained income from salaries, income from independent activities, income from agricultural activities, or were in one or more of the situations called assimilated periods) who, during the period they are entitled to benefit from parental leave, obtain taxable income have the right to an insertion incentive in the amount of 50% per month of the minimum monthly child-rearing allowance.

For persons who obtain taxable income at least 60 days before the child reaches the age of 2 years, or 3 years in the case of a child with a disability, the granting of the insertion incentive is provided until the child reaches the age of 3 years, or 4 years in the case of a child with a disability.

This right can be granted to either of the child’s natural parents, as well as to the person who has adopted a child, provided they meet the eligibility criteria.

Granting family support allowance*

The family support allowance is a form of support for families with low incomes, up to 530 lei per family member, who are raising and caring for children up to 18 years old.
Granting the family support allowance aims to supplement family incomes in order to provide better conditions for the upbringing and education of children, as well as to encourage school attendance by school-aged children in the care of low-income families, in education organized according to the law, pursuant to art.1, para.2 of Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions.

If the family owns, rents, borrows, or in any other form possesses at least one of the assets listed in the list of assets leading to exclusion from receiving social assistance, provided for in art. 8, para. (2) and (3), of Law 416/2001 (Annex no. 3 of H.G. 778/2013), they do not receive the allowance.

Granting assistance for home heating during the cold season*

Based on Government Emergency Ordinance no. 70/2011 regarding social protection measures during the cold season, with its subsequent amendments and additions, as well as Government Decision no. 920/2011 for approving the Methodological Norms for the application of Government Emergency Ordinance no. 70/2011, families and single persons from Grădinari commune whose average net monthly income per family member does not exceed 750 lei may submit applications and declarations on their own responsibility for the granting of heating aid for housing with natural gas, electricity and/or wood, petroleum fuels.

Granting the state allowance for children*

The state child allowance is granted to all children up to the age of 18, without discrimination. The state child allowance is also granted to young people who have turned 18 years old and are attending high school or vocational education courses, organized under the law, until graduation, except for those who are repeating the school year, except for those who are repeating for health reasons, proven by a medical certificate.
Children of foreign citizens and stateless persons who are residents, under the law, in Romania, also benefit from the state child allowance, if they live together with their parents.
This right may be requested by either of the child's biological parents, as well as the person who has adopted a child, provided they meet the eligibility criteria.

Granting the educational incentive in the form of social vouchers for kindergarten*

Social vouchers for kindergarten are granted to children from disadvantaged families who participate in activities organized within preschool education units and who are at risk of both abandoning and not attending preschool classes due to limited access to economic resources and education. The minimum monthly nominal value of the educational incentive, granted in the form of social vouchers for kindergarten, is 50 lei/month.

Granting of emergency / funeral aid*

Emergency aid can be granted to families and single persons who have their domicile or residence in the commune of Grădinari, whose monthly net income is lower than the expenses necessary to overcome the situation for which the aid is requested and who are in one or more of the following situations of socio-economic vulnerability that may lead to the risk of social exclusion: have serious health problems proven by medical documents; have been evicted/are at imminent risk of eviction; a person from the family receiving social aid or from a low-income family who has not received death aid from another institution has died; have children attending school, adult pupils or students, for the purpose of: paying school fees and/or other expenses incurred by attending an educational institution, purchasing supplies and/or clothing for them, or paying expenses incurred by participating in a certain competition or at the award ceremony for a prize won; live in conditions unsuitable for a decent life, in houses degraded due to extreme poverty and require support to improve living conditions, to repair homes and to connect to water and electricity networks or are homeless persons; are in situations of need as a result of the destruction of immovable and movable property caused by fires or floods.

Emergency aid cannot be granted to single persons/families who own one or more of the following assets: buildings or other living spaces outside the domicile and household annexes; land around the house and the yard and other intravilan land exceeding 1,000 sqm; car/cars and/or motorcycle/motorcycles less than 10 years old except those adapted for people with disabilities or intended for the transportation of these or dependent persons as well as for persons living in hard to reach areas; more than one car/motorcycle over 10 years old; vehicles: vans, trucks of any kind with or without trailers, caravans, buses, minibuses; bank deposits exceeding 3,000 lei (in this sense, a declaration on one's own responsibility will be given referring to the provisions of art. 326 of the Criminal Code regarding false statements).

Granting of the monthly allowance for raising children up to 2 years of age, respectively 3 years in the case of a child with disabilities*

The allowance for raising children up to 2 years old, or up to 3 years old in the case of a child with a disability, is a form of support to which individuals are entitled if, in the last 24 months prior to the child's birth, they have earned income for 12 months from salaries, independent activities, agricultural activities subject to income tax according to the provisions of Law no. 571/2003 on the Fiscal Code, with subsequent amendments and completions - taxable income, or have been in one or more of the situations referred to as assimilated periods. Either parent has the right to benefit from this support, as well as the person who has adopted a child, provided they meet the eligibility criteria.

Granting the state allowance for children born in the European Union*

The state allowance for children is granted to all children up to the age of 18, without discrimination. Granting the monthly allowance for persons with severe disabilities*

Persons classified with a severe disability with a personal assistant have the right to have a personal assistant employed and paid by the local public authorities or to receive a monthly allowance if they give up hiring a personal assistant; the allowance is equivalent to the net salary of a junior social worker with secondary education in budgetary units, other than those with beds.
The social benefits and vulnerable persons service is obliged to take the necessary measures to ensure the granting of the allowance equivalent to the net salary of a junior social worker with secondary education in budgetary units, other than those with beds, to all persons in need, classified with a severe disability with a personal assistant, without any discrimination.
To benefit from the monthly allowance, the applicant must have their domicile or residence on the territory of Grădinari commune.

Granting of the minimum guaranteed income*

The guaranteed minimum income is a benefit granted to individuals or families in difficulty whose incomes are insufficient to cover the minimum living needs, assessed through social inquiry, as well as through other specific tools.
This benefit is granted monthly, to supplement the net monthly incomes of the family or single person, to ensure the guaranteed minimum income. The payment of social assistance is provided by the Caraș-Severin County Agency for Payments and Social Inspection, from the budget of the Ministry of Labor and Social Justice.
For the amounts granted as social assistance, one of the work-capable persons in the family is required to carry out monthly actions or works of local interest, without exceeding the normal working regime. Failure to fulfill this obligation leads to the suspension of the guaranteed minimum income, and if within 3 months from the date of suspension of this right this obligation is not fulfilled, the payment of social assistance is stopped.
