Recognition of PhD supervisor status at the University of Bucharest*

The procedure described below is intended to guide you through initiating a request for recognition of the status of PhD supervisor or habilitation obtained at accredited higher education institutions abroad.

The procedure is adopted on the basis of Order of the Minister of National Education and Scientific Research no. 5921/2016 published in the Official Gazette no. 1007 dated 15.12.2016 and entered into force on 13.02.2017.

The procedure applies to Romanian citizens and citizens of EU Member States, of the European Economic Area, or of the Swiss Confederation who have obtained the status of PhD supervisor at prestigious universities in other countries, which are on the list of prestigious universities approved by OMECTS no. 5825/2016 and periodically updated, who are seeking to settle in Romania.

1. The following are eligible to apply for automatic recognition of the status of PhD supervisor: applicants who have obtained the status of PhD supervisor or habilitation at:

  • accredited higher education or research and development institutions in a member state of the European Union, the European Economic Area and the Swiss Confederation;
  • accredited higher education or research and development institutions included in the List of prestigious universities from other countries, approved by order of the Minister of National Education and Scientific Research, periodically updated;
  • accredited higher education or research and development institutions subject to an international convention of mutual recognition, concluded at intergovernmental or interuniversity level.

Persons who do not fall into one of the situations mentioned above shall address the National Centre for Recognition and Equivalence of Diplomas within the relevant ministry directly.

2. Automatic recognition of the status of PhD supervisor by the University of Bucharest does not automatically entitle the holder to become a member of a doctoral school within the University of Bucharest, this status being obtained according to art. 12 (6) of the Regulation on doctoral university studies at the University of Bucharest.

3. The file of the person requesting recognition of the status of PhD supervisor shall be submitted, in the first stage, by email to the Doctorate and Habilitation Office (birou@doctorat.unibuc.ro) or on the electronic platform https://edirect.e-guvernare.ro/, where the documents in the file are checked before the file is registered. The verification will aim at the presence in the file of the documents listed at point 4. In case of unclear documents submitted, the Secretariat of the Doctorate and Habilitation Office may request clarifications and/or additional documents.

The file will include the following:

  • Application for recognition, signed by the applicant;
  • Identity document and proof of name change (if applicable) – copy;
  • Doctoral diploma, if the qualification was obtained in Romania or at one of the accredited university education institutions listed in the List of prestigious universities from other countries, approved by order of the Minister of National Education and Scientific Research and periodically updated, or the recognition certificate issued by C.N.R.E.D., if the qualification was obtained at other accredited foreign universities;
  • Diploma/certificate attesting the status of PhD supervisor or habilitation, issued by the institutions foreseen in the List of prestigious universities from other countries, approved by order of the Minister of National Education and Scientific Research and periodically updated;
  • CV and list of publications & scientific contributions, signed by the applicant.
  • List of PhD students supervised at other higher education institutions (if applicable).

The Doctorate Office will check the documents in the file before registering it. You may be requested to provide clarifications or to complete with documents/information.

4. The file is forwarded, electronically (on this platform or by email), within 2 working days, to the Doctoral School in the field for which recognition is requested.

5. The Council of the Doctoral School checks the file, from a scientific/academic point of view in relation to national and international quality standards, and sends, within 3 working days, a note containing its agreement or, as the case may be, disagreement regarding the recognition of the status of PhD supervisor. Any disagreement must be motivated within 5 working days from the receipt of the file.

6. The Doctorate and Habilitation Office informs the Director of C.S.U.D., who may order the return or completion with certain documents.

7. If the university doctoral study field mentioned by the applicant is not among the accredited doctoral fields of the University of Bucharest, the file is sent to the Director of C.S.U.D., who appoints a committee composed of three specialists, one of whom is a PhD supervisor in the field or the science branch to which the field mentioned in the applicant’s request belongs.

8. The committee appointed by C.S.U.D. analyses the file from a scientific/academic perspective, according to national and international quality standards, and sends, to the Director of C.S.U.D., within 3 working days, a note containing its agreement or, as the case may be, disagreement regarding the recognition of the status of PhD supervisor. Any disagreement must be motivated within 5 working days from the receipt of the file.

9. After receiving the favorable resolution from the Council of the Doctoral School/the committee appointed by C.S.U.D., the decision for recognition of the status of PhD supervisor in the approved field is issued.

Recognition of teaching positions in university education obtained in an accredited higher education institution abroad*

I. Purpose of the procedure:
  • Establishes the manner in which the University of Bucharest automatically recognizes higher education teaching positions obtained at accredited higher education institutions abroad, in accordance with the Methodology included in Annex OMENC no. 5922/15.12.2016.

II. Scope of application:
  • This procedure sets out how interested individuals can benefit from the recognition of teaching positions obtained at other accredited educational institutions, based on international agreements of mutual recognition concluded at intergovernmental or interuniversity level. It applies to Romanian citizens, citizens of the member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third countries.
  • The recognition by the University of Bucharest of teaching positions, under the conditions of this procedure, is done based on the submission by interested individuals of a recognition file.

III. General provisions:
  • The occupation of a teaching position in the Romanian higher education system is carried out according to the legal norms in force. The University of Bucharest recognizes the teaching position obtained at foreign university institutions for those who wish to apply for vacant teaching or research positions, upon their written request.
  • The University of Bucharest offers automatic recognition if the applicant has obtained the teaching position within a higher education institution from the EU, the European Economic Area, or Switzerland, or from institutions included in the List of prestigious universities from other states approved by OMECTS no.3158/2012.
  • Applications for recognition of the teaching position are resolved by the Recognition Commission, appointed by the rector, in accordance with this procedure. The Recognition Commission will issue a decision of recognition or non-recognition, as the case may be.
  • The recognition/non-recognition of the teaching position is carried out by the decision of the rector, issued within no more than 30 days, based on the resolution of the Recognition Commission.

IV. For initiating the procedure for recognition of the teaching position the applicant shall submit to the Human Resources Department - Personnel Recruitment, Selection and Evaluation Office a recognition file, which will contain the following documents in Romanian, English, or French (or in certified translation into one of these languages):
  • (IV.a) recognition request registered at the university's registry,
  • (IV.b) identity document, copy and proof of name change, copy and certified translation, if applicable (personal data will be processed and used in accordance with current legislation),
  • (IV.c) proof of the teaching position, issued by accredited higher education or research-development institutions from a member state of the EU, the European Economic Area, or the Swiss Confederation;
  • (IV.d) doctoral diploma/certificate of recognition of the doctoral title issued by the University of Bucharest/recognition certificate CNRED (if the study document was obtained at accredited foreign higher education institutions other than member states of the EU, EEA, Swiss Confederation, and prestigious universities from other states included in the List of prestigious universities, approved by Order of MECS),
  • (IV.e) diploma/certificate attesting the quality of PhD supervisor or habilitation (if applicable, but mandatory for recognition of the title of university professor),
  • (IV.f) the applicant's curriculum vitae including details of prior activity,
  • (IV.g) the applicant's list of publications.

The content and role of the documents used:
  • Study documents subject to recognition are authenticated with the Hague Apostille, for states that are parties to the Hague Apostille Convention, and for other states, the study documents are super-legalized or accompanied by an authenticity certificate issued by the competent authorities from the country of origin.
  • Exemption from apostille or super-legalization is permitted by law, by an international treaty to which Romania is a party, on a reciprocity basis, or by special approval of the leadership of the University of Bucharest.

V. Document flow:
  • (V.a.) The file is submitted electronically within this operational procedure or to the address concursuri@hr.unibuc.ro, and will be submitted in hard copy by the applicant or through an intermediary to the Human Resources Department - Personnel Recruitment, Selection and Evaluation Office, with registration number.
  • (V.b.) Within 2 working days from the date of registration of the application for recognition of teaching status, the secretary of the Commission will send it to the respective faculty dean or a person appointed by him/her, with the request to notify, within no more than 2 working days, about the existence of any reasoned objections or to supplement the file with additional information. If there are reasoned objections, they are communicated to the members of the Recognition Commission. If additional information is required, it is communicated to the applicant.
  • (V.c.) If it is found that certain documents are missing, the applicant may complete the file within 5 working days from receipt of the notification. Otherwise, the file will be filed away, and upon resumption of the procedure a new file must be submitted.
  • (V.d.) Within 5 working days from the date of registration of the recognition file of the teaching status (or, as the case may be, from the date of completion of the file), the secretary of the Commission will forward the file to the Recognition Commission.
  • (V.e.) Within 15 days from the submission of the file, the Recognition Commission will evaluate the file and render a decision of recognition or non-recognition of teaching status, as the case may be. During this process, it may seek support from the specialist departments of the University of Bucharest and may consult the Center for Recognition and Equivalence of Diplomas and the National Council for Attestation of University Titles, Diplomas, and Certificates.
  • (V.f.) The rector of the University of Bucharest will issue the Decision of recognition or non-recognition of the university teaching status. The decision is communicated in writing to the applicant, or via this operational procedure (if the submission was made in this way).
  • (V.g.) Within no more than 3 working days from receipt of the communication, the applicant may contest the decision of non-recognition of the teaching position.
  • (V.h.) The contestation is submitted at the University of Bucharest registry.
  • (V.i.) The Appeals Commission analyzes and resolves the contestation of the decision, within 5 working days from registration, with the final result to be communicated in writing to the contesting party - applicant for recognition of teaching status.

VI. Final provisions
The recognition of the university teaching position by the University of Bucharest, in accordance with this procedure, is valid and produces legal effects only at the level of the University of Bucharest.

Automatic recognition within the University of Bucharest of the doctoral diploma and the title of Doctor of Science or in a professional field, obtained abroad*

Follow this operational procedure to initiate the recognition by the University of Bucharest of the doctoral diploma and the title of doctor in sciences or in a professional field obtained abroad. It applies to Romanian citizens, citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third countries.

The procedure is adopted based on the Order of the Minister of National Education and Scientific Research no. 5923/2016 published in the Official Gazette no. 1014 dated 16.12.2016, and comes into force on 13.02.2017.

1. Eligible to submit requests for recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, are applicants who have obtained the title of doctor at:

• accredited higher education or research-development institutions from a member state of the European Union, the European Economic Area, or the Swiss Confederation;

• accredited higher education or research-development institutions included in the List of prestigious universities from other states, approved by the order of the minister of national education and scientific research, updated periodically;

• accredited higher education or research-development institutions that are part of an international convention of mutual recognition, concluded at the intergovernmental or interuniversity level.

All applicants who do not fall under one of the above-mentioned situations will address directly the National Center for Recognition and Equivalence of Diplomas (CNRED/MEN) within the relevant Ministry or apply through the procedure Recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad (managed by CNRED/MEN on the e-direct portal).

2. Recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad within the University of Bucharest gives the applicant the right to enroll in postgraduate programs, obtain habilitation, or occupy a teaching or research position.

3. In the first stage, the applicant's file is submitted online on this platform https://edirect.e-guvernare.ro/ (see the section below Necessary Documents) at the Doctorate Office. You can also submit the file at the headquarters or send it by email to birou@doctorat.unibuc.ro. The documents submitted online will be checked before continuing the procedure and you may receive requests for clarifications or for the completion with documents/information. The file will include the following documents:

Application for recognition;
Identity document and proof of name change (if applicable);
Doctoral diploma;
CV and list of publications & scientific contributions.
4. The study documents to be recognized are authenticated with a Hague apostille for states that are parties to the Hague Convention regarding the apostille, and for other states, the study documents are superlegalized or accompanied by a certificate of authenticity issued by the competent authorities in the country of origin. Exemption from apostille or superlegalization is permitted under the law, an international treaty to which Romania is a party, or based on reciprocity.

5. The file is registered after the documents are checked.

6. The file is sent electronically, within 2 working days, to the Doctoral School of the field for which recognition is requested.

7. The Council of the Doctoral School checks the file and sends, within 3 working days, the agreement or, as the case may be, the disagreement for the recognition of the title of doctor. The disagreement must be justified within 5 working days from the receipt of the file.

8. The Doctorate Office informs the C.S.U.D. director, who may order the return or completion with certain documents. 9. If the field of doctoral studies mentioned by the applicant is not found among the accredited doctoral study fields of the University of Bucharest, the file is sent to the C.S.U.D. Director who appoints a commission formed by three specialists, one of whom is a doctoral supervisor in the field or branch of science to which the field mentioned in the applicant's request belongs. 10. The commission appointed by C.S.U.D. analyzes the file from a scientific/academic point of view, referring to national and international standards, and sends, to the C.S.U.D. Director, within 3 working days, a note containing the agreement or, as the case may be, the disagreement regarding the recognition of the title of doctor. The disagreement must be justified within 5 working days from receipt of the file.
9. After receiving the favorable resolution of the Doctoral School Council/Commission appointed by C.S.U.D., the decision recognizing the title of doctor is issued and the applicant is given the certificate of recognition. The procedure is adopted based on O.M. no. 5923/2016 published in the Official Gazette no. 1014 of 16.12.2016, in force as of 13.02.2017 and updated on 17.02.2021.
