Access to public interest information*
The purpose of this procedure concerns the free and unrestricted access of individuals to any information of public interest, as defined by law, and constitutes one of the fundamental principles of relations between individuals and public authorities, in accordance with the Constitution of Romania and international documents ratified by the Romanian Parliament.
It establishes the manner in which the communication to authorities, institutions, and interested persons of the acts issued by the director is ensured, under the conditions of Law no. 544/2001 regarding free access to information of public interest.
The procedure is carried out especially for good collaboration between citizens and public institutions, for the interests of the public institution, the citizens, the employees of the public institution, etc.
Registering and keeping records of vehicles for which there is no registration obligation*
The procedure represents the steps that must be followed for approving the registration and keeping the records of vehicles for which registration is not mandatory, vehicles whose owners have their domicile, residence, or headquarters in Paleu commune, Bihor county.
Only agricultural or forestry tractors, trailers intended to be towed by these, trolleybuses, mopeds, and light quadricycles as provided in Regulation (EU) No. 168/2013 of the European Parliament and of the Council of January 15, 2013 on the approval and market surveillance of two- or three-wheel vehicles and quadricycles, approved according to the law, for which the Romanian Auto Registry has issued the identity card of the vehicle, self-propelled machines for which the Romanian Auto Registry has issued the technical certificate, as well as trams and animal-drawn vehicles, are registered at the level of the commune city hall:
a) trolleybuses approved, according to the law, by the Romanian Auto Registry;
b) mopeds (category L1e and L2e) and light quadricycles (category L6);
c) agricultural or forestry tractors (category T and C);
d) trailers and semi-trailers intended to be towed by agricultural or forestry tractors (category R);
e) interchangeable towed agricultural or forestry equipment (category S);
f) vehicles intended for performing services or work, called self-propelled machines;
g) vehicles that travel on rails, called trams;
h) animal-drawn vehicles.
The registration of vehicles for which registration is mandatory is done based on the submission of the following documents:
a) the applicant's request, according to the presented model
b) the identity document of the applicant, individual, or the document attesting the acquisition of legal personality for legal entities, in original and copy;
c) the document attesting the ownership right over the vehicle or, as the case may be, a right of use over it, in Romanian (invoice, sale contract, leasing or rental contract, etc.);
d) the vehicle's identity card - at the registration of mopeds, trolleybuses, agricultural or forestry tractors, agricultural or forestry trailers;
e) the technical certificate - at the registration of self-propelled machines, issued by the Romanian Auto Registry;
f) proof of periodic technical inspection within its validity term - exception for self-propelled machines with a maximum constructive speed not exceeding 25 km/h, trams, animal-drawn vehicles;
g) proof of mandatory RCA insurance - exception for animal-drawn vehicles;
h) proof of providing parking for the vehicle in an adequate space, held under the conditions of the law (as the case may be)
i) proof of payment for the registration certificate (receipt, payment order);
j) proof of payment for the registration number plate or plates;
k) proof that the vehicle is deregistered, in the case of a previous registration;
m) special power of attorney in authentic form, as the case may be.
