Certificate of Conformity*

This procedure is addressed to Romanian citizens, citizens of Member States of the European Union, of the European Economic Area, as well as citizens of the Swiss Confederation who have studied in Romania and who have obtained an official physiotherapy qualification according to art. 11 letters a) and c) of Law no. 229/2016 and who request the issuance of a certificate of conformity, for the purpose of practicing, independently or as an employee, the profession of physiotherapist, whether or not they are members of the College of Physiotherapists of Romania.


​In accordance with art. 5, letter u) of the Statute of the College of Physiotherapists of Romania approved by Order of the Minister of Health no. 4086/2024, CFZRO, as the competent authority, issues the necessary documents for the recognition in other Member States of the European Union, in countries belonging to the European Economic Area and in the Swiss Confederation of the physiotherapist qualification titles obtained in Romania, namely the Certificate of Conformity.

FEES

Physiotherapists who are members of CFZRO
200 RON, representing the issuance fee for the Certificate of Conformity of studies within a maximum of 30 days

400 RON, representing the issuance fee for the Certificate of Conformity of studies under emergency regime

600 RON, representing the issuance fee for the Certificate of Current Professional Status and the Certificate of Conformity of studies, if the files are submitted simultaneously, under emergency regime

Physiotherapists who are NOT members of CFZRO
400 RON, representing the File Verification Fee for physiotherapists who are NOT members of CFZRO in the amount of 200 RON and the Certificate of Conformity Issuance Fee in the amount of 200 RON within a maximum of 30 days

– 600 RON, representing the File Verification Fee for physiotherapists who are NOT members of CFZRO in the amount of 200 RON and the Certificate of Conformity Issuance Fee in the amount of 400 RON under emergency regime

The fees are paid only into the CFZRO account: RO58BRDE410SV97037454100, opened at BRD-Groupe Societe Generale – Carrefour Orhideea Bucharest Branch, by bank transfer or payment order.
In the payment details, the Applicant's Name and the Reason for Payment must be mentioned (Ex: Popescu Ionuț Certificate of Conformity).

Certificate of current professional status*

This procedure is addressed only to members of the College of Physiotherapists of Romania (CFZRO) or persons who have held this status.

The certificate of professional status is the document that contains relevant personal data concerning the honorability and professional morality with which the physiotherapist practices his/her profession, and it is issued for the purpose of guaranteeing the quality of the services provided, as well as ensuring the safety of the patients in relation to the physiotherapist.

In accordance with art. 5 lit. t) of the Statute of the College of Physiotherapists of Romania approved by the Order of the Minister of Health no. 4086/2024, CFZRO, as the competent authority, attests to the honorability and professional morality of its members and issues, upon request, the current certificate of professional status for its members.

FEES

200 RON, representing the issuance fee of the current Certificate of professional status within a maximum of 30 days

400 RON, representing the issuance fee of the current Certificate of professional status in urgent regime

600 RON, representing the issuance fee of the current Certificate of professional status and the Certificate of conformity of studies, if the files are submitted simultaneously, in urgent regime

The fees are paid only to the CFZRO account: RO58BRDE410SV97037454100, opened at BRD-Groupe Societe Generale – Carrefour Orhideea Bucharest Branch, by bank transfer or payment order.

When making the payment, please mention the applicant's name and the reason for payment (Ex: Popescu Ionuț Current Certificate of professional status).

Suspension of CFZRO membership status*

This procedure is addressed only to members of the College of Physiotherapists of Romania (CFZRO).


CFZRO members may request suspension of membership for a determined period, for objective reasons, respectively:


a) any form of unemployment, according to the legislation in force, for a period of at least one month;

b) suspension of the employment contract for maternity leave, for a period of at least one month;

c) suspension of the employment contract for paternity leave, for a period of at least one month;

d) suspension of the employment contract for child-raising leave for children up to 2 years old or for children with disabilities, until reaching the age of 3 years;

e) suspension of the employment contract for leave to care for a sick child up to the age of 7, or, in the case of a child with a disability, for intercurrent conditions, up to the age of 18;

f) suspension of the employment contract due to temporary incapacity for work, for a period of at least one month;

g) suspension of the employment contract for any other reasons at the initiative of the employee, for a period of at least one month;

h) other objective reasons justifying suspension of CFZRO membership, for a period of at least one month.


Suspension of the CFZRO membership takes effect and produces effects from the moment the suspension request is approved by the president of the territorial college.

During the period of suspension upon request of the CFZRO membership:

- all rights and obligations provided by the legislation in force regarding the exercise of the physiotherapist profession are suspended;

- the suspended member will not have the obligation to pay the membership fee;

- the suspended member will not have the right to practice as a physiotherapist.

Renunciation/termination upon request of CFZRO membership*

This procedure is addressed only to members of the College of Physiotherapists of Romania (CFZRO).

CFZRO members may request termination of their membership in CFZRO for objective reasons, 15 days before the termination date.

The termination of membership comes into force and produces effects from the moment of approval of the request by the president of the territorial college, from which point all obligations and rights provided by the legislation in force regarding the practice of the profession of physiotherapist cease, including the applicant's right to practice the profession of physiotherapist.

Recognition of physiotherapist qualification titles obtained in another EU Member State, in a state belonging to the EEA or in the Swiss Confederation*

The recognition of official physiotherapy qualification titles obtained in another member state of the European Union, in the states belonging to the European Economic Area and in the Swiss Confederation aims to facilitate the right of establishment and access of the holder to the profession of physiotherapist in Romania.
The profession is exercised after obtaining the status of member of the Romanian College of Physiotherapists (CFZRO), the free practice license accompanied by the annual approval, as a result of recognition of the qualification.

This procedure does not apply in the case of temporary or occasional exercise of professional activities in Romania by physiotherapists established in another member state. By exception, it applies for the first provision of services in the situation where CFZRO decides that the service provider physiotherapist must take an aptitude test.


Procedure description:

  • Within one month from the date of registration, CFZRO notifies the applicant, confirming receipt of the file and, where appropriate, requesting the completion with missing documents.
  • Within a maximum of 3 months from notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, CFZRO files the application and notifies the applicant in writing in this regard. Within 120 days from the submission of the complete file, CFZRO analyzes the training and professional experience of the applicant and makes a thoroughly justified proposal regarding the way of resolving the request, namely:

a) Recognition of the qualification without the application of compensatory measures. Based on this proposal, the CFZRO President issues the decision recognizing the qualification.

b) Recognition of the qualification with compensatory measures. This proposal as well as the curricular differences established by CFZRO, the related bibliography and the duration of the adaptation internship are approved by the CFZRO President, and are communicated to the applicant within the mentioned 120-day period. If the applicant opts to take an aptitude test, the exam date is set by mutual agreement, within a maximum of 6 months from the date of approval by the President of the recognition of the qualification with compensatory measures.

The CFZRO President issues the recognition decision based on the documents certifying that the compensatory measure has been carried out by the applicant.

In both situations, the recognition decision is communicated to the applicant and the territorial college of his/her domicile, in order to obtain the free practice authorization and the annual approval.

CFZRO may exchange information through the Internal Market Information System of the European Union according to the administrative cooperation procedures as provided for in Regulation (EU) No. 1.024/2012 of the European Parliament and of the Council of 25 October 2012 on administrative cooperation through the Internal Market Information System and repealing Commission Decision 2008/49/EC ("IMI Regulation") and in Commission Implementing Regulation (EU) 2015/983 of 24 June 2015 on the procedure for issuing the European Professional Card and the application of the alert mechanism under Directive 2005/36/EC of the European Parliament and of the Council.

The transfer of a member of the College of Physiotherapists of Romania from a territorial college*

This procedure is addressed to the members of the College of Physiotherapists of Romania (CFZRO).

The transfer of a member of the College of Physiotherapists of Romania from one territorial college to another is carried out at their request, in one of the following situations:

  • in case of changing the main place of work;
  • in case of changing the domicile or residence, as the case may be.

The temporary or occasional provision of physiotherapy activities on the territory of Romania and the automatic temporary registration with the College of Physiotherapists of Romania*

The provisions of this procedure apply exclusively to physiotherapists who travel to Romania for the purpose of exercising, temporarily and occasionally, physiotherapy activities and who meet one of the following conditions:
a)are established for practicing the profession of physiotherapist in another Member State of the European Union, in a state belonging to the European Economic Area or in the Swiss Confederation, hereinafter referred to as Member States;
b)have practiced the profession of physiotherapist in one or more Member States for a period of at least one year in the last 10 years preceding the provision of services, when the profession is not regulated in the Member State of establishment. The condition of practicing the profession for one year does not apply if the profession or the education and training leading to the exercise of the profession are regulated.

The temporary and occasional nature of providing physiotherapy activities is assessed on a case-by-case basis, by the College of Physiotherapists of Romania, hereinafter referred to as CFZRO, especially based on the duration of provision, frequency, periodicity and continuity thereof.

For automatic temporary registration on the first provision of services in Romania, the requesting physiotherapist submits to CFZRO the following documents:

a)the declaration mentioned in art. 4, according to the model provided in Annex no. 1;
b)a copy of the citizenship document (passport or identity card) and, as the case may be:
(i)a copy of the marriage certificate or any other relevant document, in case of name change, if different names appear on the documents;
(ii)birth certificate or other document indicating the place of birth, if it does not appear on the passport or identity card;
(iii)for applicants who are not citizens of a Member State: a document attesting the status of family member of a citizen of the European Union of the holder or refugee or long-term resident status in a Member State of the European Union or any other relevant evidence demonstrating that the holder could benefit from the rights conferred by the European Union in the case of holding the European Union Blue Card;
c)a declaration regarding knowledge of the Romanian language, necessary for practicing the profession in Romania, according to the model provided in Annex no. 2;
d)proof from the competent authorities of the Member State of establishment attesting that the holder has not committed disciplinary offenses and has not had his or her right to practice the profession temporarily or permanently suspended or criminal convictions;
e)a copy of the qualification title provided by law or by European Union norms for carrying out physiotherapy activities;
f)the authorized translation into Romanian of the documents provided at letter b) points (i)-(iii) and letters d) and e).

Annual endorsement of the license to practice*

This procedure is addressed only to members of the College of Physiotherapists of Romania (CFZRO) who hold a free practice authorization.

According to the legal regulations in force, the physiotherapist practices the profession based on the free practice authorization issued by CFZRO, endorsed annually.

The annual endorsement is the procedure through which the fulfillment of the conditions for practicing the profession of physiotherapist provided by law is certified. The annual endorsement procedure for the free practice authorization is managed at the level of the territorial college to which the physiotherapist belongs.

The annual endorsement is granted only after the conclusion of civil liability insurance for professional mistakes, valid for the respective year (until December 31st inclusive).

CFZRO members are required to apply for the renewal of the annual endorsement starting from September 15th (of the current year) and no later than December 15th (of the current year). The annual endorsement issued during this period is valid starting January 1st.
CFZRO members who apply for the annual endorsement after December 15th will be issued an annual endorsement valid starting from the date of issuance.

Updating the personal or professional data of CFZRO members*

This procedure is addressed to the members of the College of Physiotherapists of Romania (CFZRO).

CFZRO members are obliged to notify the territorial college of any situation likely to modify the data entered in the records of the professional organization regarding their data, within 10 days from the occurrence of the event or from the date they became aware of it, according to art. 11 letter i) of the Statute of the College of Physiotherapists of Romania, approved by the Order of the Minister of Health no. 679/2017.

The situations likely to modify the data entered in CFZRO’s records are the following:

  • change of name;
  • change of domicile;
  • modification of professional degree;
  • modification of contact details;
  • modification of workplace or modification of the way of performing activities independently,
  • any other situation referring to the modification of certain data entered in the Single Register of Physiotherapists or in the documents issued by CFZRO.

Termination of the suspension upon request of CFZRO membership*

The application for ending the suspension is managed by the territorial college that approved the suspension and must be submitted at least 15 days before the date the physiotherapist resumes their professional activity.

Registration in CFZRO (obtaining the free practice authorization)*

This procedure addresses persons who hold an official qualification title in physiotherapy (according to art. 11 of Law no. 229/2016) and who wish to practice the profession of physiotherapist on the territory of Romania.


According to the legal regulations in force, the physiotherapist practices his profession based on the free practice authorization issued by the College of Physiotherapists of Romania (CFZRO), validated annually.

The status of member of CFZRO is acquired upon request and is proven by the free practice authorization, which is issued upon enrollment in the professional organization. The free practice authorization consists of the main page and the annual validation.

The enrollment procedure in the CFZRO is managed by the territorial colleges. Affiliation to a territorial college is given by the place of work, and if absent, by the domicile/residence of the applicant.


According to art. 11 of Law no. 229/2016, ”The official title of qualification in physiotherapy means:

a) bachelor's degree issued by an accredited or provisionally authorized higher education institution in Romania in the following specializations:

(i) physiotherapy;

(ii) physio-kinetotherapy;

(iii) kinetotherapy, with a duration of studies of 4 years;

(iv) physical education and sports, specialization kinetotherapy and special motricity, with a duration of studies of 3 years;

(v) kinetotherapy, with a duration of studies of 3 years;

(vi) physical education and sports, specialization medical physical culture;

(vii) physical education and sports, with at least 19 years of experience in medical recovery, employed in the health and balneary system or social assistance as a medical physical culture teacher;

(viii) balneo-physiokinetotherapy and rehabilitation;

b) bachelor's degree or another title of physiotherapist/masseur-kinetotherapist/kinetotherapist, issued by one of the states provided for in art. 10 or by a third state recognized or equated in Romania by the Ministry of National Education and Scientific Research, according to the law;

c) certificate of passing the bachelor's exam in physiotherapy, kinetotherapy and special motricity, balneo-physiokinetotherapy and rehabilitation, issued at the graduate's request, which is valid until the issuance of the bachelor's degree, but not more than 12 months from the date of issuance; d) any other bachelor's degree issued by an accredited faculty that does not correspond to the specializations in letter a) and which is accompanied by a certificate issued by that faculty, attesting that the training program for obtaining the respective bachelor's degree corresponds with that for exercising the profession of physiotherapist, under the conditions of this law.”


According to art. 7 of Law no. 229/2016, ”The profession of physiotherapist is exercised, on the territory of Romania, under the conditions of this law, by:

a) citizens of the Romanian state;

b) citizens of a member state of the European Union, of a state belonging to the European Economic Area, or of the Swiss Confederation;

c) the spouse of a Romanian citizen, as well as the direct line descendants and ascendants who are dependent on a Romanian citizen, regardless of their citizenship;

d) family members of a citizen of one of the states provided for in letter b), as defined in art. 2 para. (1) point 3 of Government Emergency Ordinance no. 102/2005 regarding the free movement on the territory of Romania of the citizens of member states of the European Union and the European Economic Area, approved with amendments and completions by Law no. 260/2005, republished, with subsequent amendments and completions; e) citizens of third states, beneficiaries of the status of permanent resident in Romania; f) beneficiaries of the status of long-term resident, granted by one of the states provided for in letter b).”

Fees and dues:
Registration fee: 100 RON
Annual dues – 300 RON for the first year (representing 25 RON/month)

The registration/re-registration fee in CFZRO, under urgent regime (maximum 7 calendar days from the date of application submission) – 100 RON

The payment of the dues is indivisible and is made annually, in a single installment upon enrollment in CFZRO, in the account of the territorial college where you will enroll.

European professional card*

This procedure is addressed to members of the College of Physiotherapists of Romania (CFZRO). The European Professional Card is an electronic certificate attesting either that the professional has met all the necessary conditions to provide temporary and occasional services in a host Member State, or the recognition of professional qualifications for establishment in a host Member State.
To facilitate the free movement of physiotherapists within the EU, the European Commission, based on Regulation 983/2015 regarding the procedure for issuing the European Professional Card and the application of the alert mechanism under Directive 2005/36/EC of the European Parliament and Council, has provided for the introduction of the European Professional Card (EPC) for physiotherapists.
The purpose of the EPC is to simplify the recognition process and generate cost reductions and operational efficiency, for the benefit of professionals and competent authorities.


In order to obtain the EPC, interested persons can access the Your Europe portal (“Europa Ta” – http://europa.eu/youreurope/citizens/work/professional-qualifications/european-professional-card/index_ro.htm) where all necessary documents notified by the competent authorities from each Member State will be published (http://cnred.edu.ro/imipqnet/doku.php?id=fizioterapeuti).

Before submitting your application, check that you have met the requirements published in the Simulator from the EPC page, on the Your Europe website - https://europa.eu/youreurope/citizens/work/professional-qualifications/european-professional-card/index_ro.htm

Each requested document (copies of originals, copies of legalized translations) must be uploaded as a single PDF file that contains all pages of the document. In addition, for each uploaded document, the applicant must complete all identification data and the address for each issuing authority.

All submitted documents must be validated as authentic and valid through the IMI System by the authority of the Member State of origin (according to EPC Regulation 2015/983).

To verify the authenticity of certain documents outside the IMI System, you have the option to choose one of the following:

- Certification “Conform to the Original” of copies of the original documents presented at our headquarters at Str. Dr. Ernest Juvara no. 18, 3rd floor, Sector 6, Bucharest;

- Sending by Mail or Courier legalized copies in Romania of the original documents to the College of Physiotherapists of Romania at Str. Dr. Ernest Juvara no. 18, 3rd floor, Sector 6, Bucharest;

- Sending the email address of the issuers of documents that cannot be verified in the IMI system (such as certificates of experience/seniority/employment, participation diplomas for courses/seminars, etc.), and if the issuers do not respond in a timely manner to the request for confirmation of authenticity, choosing one of the two aforementioned options

In the event that certain documents cannot be validated as valid and authentic through the IMI system, you must choose one of the above options; otherwise, the documents you submit cannot be validated as authentic and valid.

FEES:
The fee for preparation and issuance of the EPC by CFZRO is 200 RON. This will be paid into the CFZRO account: RO58BRDE410SV97037454100, opened at BRD Groupe Societe Generale – Sucursala Carrefour Orhideea Bucharest, via bank transfer or payment order. Persons requesting or who have requested issuance of a European Professional Card through the ECAS account are asked not to pay the issuance fee before receiving the payment request from CFZRO. In the payment details, the applicant's name and EPC application number will be mentioned. (EX: Georgescu Ion EPC 00-0000-00XX)
To submit an EPC file, interested persons can create an account in the ECAS platform. After logging into the public IMI interface, with a user account registered through the ECAS platform, documents will be uploaded electronically to the applicant's virtual profile.
