Admission 2018-2019 for Romanians everywhere: pre-university and higher education*
I. PRE-UNIVERSITY EDUCATION:
The methodology for the enrollment of Romanians everywhere in the Romanian state pre-university education system on tuition-free study places, with a scholarship, or tuition-free places without a scholarship, starting with the 2017-2018 school year

II. HIGHER EDUCATION:
1. In the 2018 - 2019 academic year, Romanian state higher education institutions organize the admission competition for Romanians everywhere, including citizens of the Republic of Moldova, for undergraduate/master’s/doctoral studies, based on university autonomy, similar to the previous year, according to the provisions of the higher education enrollment methodology;
2. Candidates will be able to choose any field of study and any Romanian state higher education institution or, in the case of candidates from the Republic of Moldova, within the extensions opened by Romanian universities in Chișinău, Cahul and Bălți;
3. For ensuring submission within the deadlines set by higher education institutions, we recommend sending application files exclusively to the universities, to avoid delays in their receipt/processing, if sent through other channels;
4. Enrollment in accredited Romanian state and private higher education, in tuition-based places in lei, is made according to MEN Order no. 4294/29.06.2017;

*Higher education in Romania*
Higher education is organized in universities, academies of studies, institutes, schools of higher studies, hereinafter referred to as higher education institutions or universities, which have obtained provisional operational authorization or accreditation.
Higher education institutions are education providers that carry out educational activities based on study programs authorized to function provisionally/accredited under the law, for initial and continuous university-level training, programs that operate on the principle of quality and the correlation of the educational offer with the labor market.
The national higher education system includes all accredited higher education institutions. A higher education institution authorized to operate provisionally, in accordance with the legal procedures in force, becomes part of the national higher education system only after accreditation. Higher education institutions can be public, private or denominational. These institutions have legal personality, are non-profit and apolitical. Higher education institutions are legal entities under public law or, as the case may be, legal entities under private law and of public utility.
University autonomy is guaranteed by the Constitution. Academic freedom is guaranteed by law. Public accountability is also regulated for any higher education institution, public or private.
By an annual government decision, the following are validated:
- The nomenclature of fields and specializations/university study programs per union
- the structure of accredited or provisionally authorized public and private higher education institutions, with:
- bachelor's degree study fields and specializations/accredited or provisionally authorized study programs,
- geographical locations,
- the number of transferable study credits for each university study program,
- form of education and language of instruction,
- the maximum number of students that can be enrolled
The mission of higher education is to generate and transfer knowledge to society both through initial and continuous training at university level, for the purpose of personal development, the professional insertion of the individual and meeting the competence needs of the socioeconomic environment, as well as through scientific research, development, innovation and technology transfer, through individual and collective creation in the fields of sciences, engineering sciences, arts, letters, by ensuring performance and physical and sports development, as well as the valorization and dissemination of their results. All these are achieved with respect for the following principles:
a) the principle of university autonomy;
b) the principle of academic freedom;
c) the principle of public accountability;
d) the principle of quality assurance;
e) the principle of equity;
f) the principle of managerial and financial efficiency;
g) the principle of transparency;
h) the principle of respecting the rights and freedoms of students and academic staff;
i) the principle of independence from ideologies, religions, and political doctrines;
j) the principle of freedom of national and international mobility for students, teaching staff, and researchers;
k) the principle of consulting social partners in decision-making;
l) the principle of student-centered education.
The structure of the academic year (according to Law no. 1/2011 – art. 136)
- The academic year usually begins on the first working day of October, includes two semesters and ends on 30 September of the following calendar year.
- A semester usually lasts 14 weeks of teaching activities, generally followed by a minimum of 3 weeks of exams.
- The structure of the academic year is approved by the university senate.
- When allocating transferable study credits for a semester, a period of at least 17 weeks is considered.
- The university senate of each higher education institution approves annually, at least 3 months before the start of the academic year, the regulations regarding the professional activity of students, as well as the calendar of educational activities specific to academic study semesters.
Issuance of duplicates of study documents*
In the case of incorrect completion due to the fault of the educational institution issuing the original educational document, or in the case of presenting the original educational document deteriorated so that it can no longer produce the effects for which it was issued, based on a written request from the applicant, the educational institution that issued the respective document issues a duplicate, prepared based on the documents found in the archives of the educational institution which show the applicant's school situation.
In the case of loss, destruction, or theft of the original educational document, the request for issuing the duplicate is accompanied by the following documents, which are archived for a preservation period of 100 years at the school inspectorate, and the copies certified "true to the original" at the educational institution:
a) notarial/consular declaration, given by the holder of the document, which includes all necessary identification elements, the circumstances in which the original document was lost, as well as other details confirming the disappearance of the respective educational document. The following note is mandatory: "the original educational document was not left as collateral/guarantee at a state or private institution, in the country or abroad, and it was not knowingly transferred to another individual or legal entity";
b) proof of publication of the loss, destruction, or theft of the educational document in the Official Gazette of Romania, Part III;
c) notarized copy of the birth/marriage certificate;
d) two color photographs, size 3 x 4 cm;
e) written approval from the school inspectorate's board of administration for issuing the duplicate, based on the documents submitted by the educational institution.

*The School after School Program*
The "School after School" (SDS) program is a complementary program to the compulsory school program, which offers opportunities for formal and non-formal learning, for skills consolidation, remedial learning, and acceleration of learning through educational, recreational, and leisure activities, and addresses both primary and secondary school students.
The SDS program can take place before or after the compulsory school program (depending on the timetable of each level of study), at the school, if it has the necessary material and human resources to organize this program.
In primary education, the SDS program includes activities with specialized support (supervision and guidance in homework completion, remediation for students with cognitive and emotional difficulties, language disorders through remedial activities, counseling, speech therapy, activities to encourage independent reading, etc.), workshops/themed activities, and other recreational activities.
Each school, depending on the target group, forms modular packages of activities by combining the activities mentioned above.
In secondary education, the SDS program includes the package of activities for accelerated learning and performance (preparation for participation in school competitions and olympiads, sports, artistic, subject-based contests, participation/organization of festivals, exhibitions, creation of school publications, participation in European cooperation activities), the support activities package (providing psycho-pedagogical assistance for learning gap recovery, support for homework, remedial activities, psychological counseling), and the package for life preparation (organization of personal development activities, activities aimed at developing an active attitude and student involvement, healthy lifestyle, career education, etc.).
The program can be organized in modules, over time units established at school level depending on the target group and identified needs, by combining packages of activities focused on the development of transferable skills.
The program is carried out in groups of students (maximum 12 students), formed according to the identified options and needs. The activities are designed, organized, and supported by teachers from primary and secondary education, counselors, support teachers, librarians, speech therapists, laboratory assistants, pedagogues, coaches, school mediators, volunteers from the school, and from authorized partner institutions and organizations.
*High school admission*
The admission of eighth grade graduates to state high school education for the 2018-2019 school year takes place according to the regulatory framework approved by the Ministry of Education.
The admission of eighth grade graduates to state high school education for the 2018-2019 school year takes place in accordance with the methodology for organizing and conducting admission to state high school education for the 2011-2012 school year, approved by the Order of the Minister of Education, Research, Youth and Sports No. 4.802/2010 regarding the organization and conduct of admission to state high school education for the 2011-2012 school year.
Aptitude tests organized for admission in the 2018-2019 school year in vocational high schools are conducted in accordance with the methodology of organization and conduct and the structure of aptitude tests for admission to vocational high schools, set out in Annex No. 3 to Order of the Minister of National Education No. 4.432/2014, with subsequent amendments.
Candidates who, during middle school education, pass internationally recognized examinations for certification of linguistic competences in foreign languages may request the recognition and equivalence of the results obtained in these examinations with the modern language proficiency test for admission to ninth grade classes with bilingual teaching programs of a modern language of international circulation.
*Admission to high school and vocational education*
The admission of 8th grade graduates to state high school education for the 2018-2019 school year takes place according to the regulatory framework approved by the Ministry of Education.
The admission of 8th grade graduates to state high school education for the 2018-2019 school year takes place in accordance with the methodology for organizing and conducting the admission to state high school education for the 2011-2012 school year, approved by order of the Minister of Education, Research, Youth and Sports no. 4.802/2010 regarding the organization and conduct of admission to state high school education for the 2011-2012 school year.
The aptitude tests organized for admission in the 2018-2019 school year to vocational high schools are carried out in accordance with the methodology for organizing, conducting, and structure of aptitude tests for admission to vocational high schools, provided in Annex no. 3 to the order of the Minister of National Education no. 4.432/2014, with subsequent amendments.
The admission of 8th grade graduates to state professional education for the 2018-2019 school year is carried out in accordance with the Methodology for organizing and conducting the admission to state professional education, approved by the Order of the Minister of National Education and Scientific Research no. 5.068/2016.
The admission of 8th grade graduates to dual professional education for the 2018-2019 school year is carried out in accordance with the framework methodology for organizing and conducting the admission to dual professional education for level 3 professional qualifications, according to the National Qualifications Framework, approved by the order of the Minister of National Education no. 3.556/2017.
Candidates who, during lower secondary education, pass internationally recognized exams for certification of language skills in foreign languages may request recognition and equivalence of the results obtained in these exams with the test for assessing modern language knowledge for admission to 9th grade classes with bilingual teaching programs in a modern language of international circulation.
*Procedure regarding the organization and conduct of the linguistic competence test for admission to the 5th grade with an intensive program for teaching a modern international language*
This procedure regulates the way of organizing and conducting the linguistic competence test for admission to the 5th grade with an intensive teaching program of a modern internationally spoken language, at the level of public or private pre-university educational units in Romania, based on the provisions of Art. 6 (2) and (3) of the Framework Regulation for organizing and operating classes with intensive or bilingual teaching of a modern language in pre-university educational units, approved by OMEN no. 4797/31.08.2017.
*Certification of qualification for graduates of high school education, technological branch*
This methodology includes rules for the organization and conduct of the certification exam for the qualification of graduates of high school education, technological stream, hereinafter referred to as the certification exam, for obtaining the qualification certificate, in accordance with art. 31 para. (6) and art. 77 para. (6) and (7) of the National Education Law no. 1/2011, with subsequent amendments and completions.
Graduates of high school education, technological stream, who take and pass the certification exam obtain the level 4 qualification certificate, according to the National Qualifications Framework, and the descriptive supplement of the certificate, in Europass format.
*Post-secondary education*
Post-secondary education is organized for professional qualifications established by the Ministry of National Education in accordance with the National Register of Qualifications.
Graduates of high school with or without a baccalaureate diploma can enroll in post-secondary education, admission being carried out in accordance with the general criteria established by the Ministry of National Education.
Post-secondary education is provided through post-secondary schools and master schools. Both the post-secondary school and the master school represent specialized training routes, lasting 1-3 years depending on the complexity of the qualification.
Graduates of post-secondary education who pass the professional qualification certification exam obtain a level 5 qualification certificate according to the national qualification framework, corresponding to reference level 5 of the European Qualifications Framework (specialist technician) and the descriptive supplement of the certificate, according to Europass.
Post-secondary education is organized in post-secondary schools, within high schools with legal personality, or in colleges within accredited higher education institutions.
Schooling in state post-secondary education is financed through the local budgets of the administrative-territorial units, from amounts split from state budget revenues and from local budget revenues. Schooling can also be financed by applicants, individuals or legal entities, through a contract concluded with the educational institution providing the schooling.
Credits for education and vocational training obtained in post-secondary education can be recognized for graduates with a baccalaureate diploma by universities, based on decisions of the university senate, as transferable study credit units for the undergraduate level.
National Baccalaureate Exam*
The 2018 National Baccalaureate Exam is conducted in accordance with the provisions of the Methodology for organizing and conducting the Baccalaureate exam - 2011 (approved by the order of the Minister of Education, Research, Youth and Sports no. 4.799/2010 regarding the organization and conduct of the Baccalaureate exam - 2011, with subsequent amendments), and with the provisions of the attached minister’s order.
The dedicated portal http://bacalaureat.edu.ro offers updated information regarding the methodology, calendar, and results of the baccalaureate exam.
Teaching and research titles in university education in Romania*
Didactic and Research Titles
Employment in a didactic or research position within higher education institutions is done for a fixed period or for an indefinite period. Employment for an indefinite period in any didactic or research position is only possible through a public competition, organized by the higher education institution, after obtaining the doctoral degree. See also HG_457_2011 (annex 8).
Only persons who meet the minimum and mandatory standards for admission to the competition for occupying didactic and research positions in higher education, approved by Order No. 6560/2012 regarding the approval of the minimum and mandatory standards for conferring didactic titles in higher education and the professional research and development degrees, with subsequent amendments and completions (annex 9), may apply for didactic and research positions in higher education.
The following didactic and research positions are found in higher education institutions:
- didactic positions:
a) university assistant;
b) university lecturer/head of works;
c) university associate professor;
d) university professor.
- research positions:
a) research assistant;
b) scientific researcher;
c) scientific researcher grade III;
d) scientific researcher grade II;
e) scientific researcher grade I.
The equivalence of research positions with didactic positions is as follows:
a) scientific researcher is equivalent to university assistant, for persons who hold a doctoral degree;
b) scientific researcher grade III is equivalent to university lecturer/head of works;
c) scientific researcher grade II is equivalent to university associate professor;
d) scientific researcher grade I is equivalent to university professor.
The general nomenclature of didactic and auxiliary research positions in higher education is approved by Joint Order (MENCS/MMFPSPV) no. 6419/2858/2011 (annex 10).

*The National Assessment of 8th Grade Students*
The National Evaluation for eighth grade students is the method of external summative assessment of the competencies acquired during middle school education.
The exam is held annually in a single session. Both candidates from public education and those from private education have the right to take NE without a fee.
The average grade obtained in NE VIII is a decisive criterion for admission to high school education.
National coordination of the planning, organization, and conduct of NE VIII, as well as the valorization of their results, is ensured by the Ministry of Education through the National Center for Assessment and Examination (NCAE).
The development of specific assessment procedures is carried out by NCAE, following consultation with specialist departments in the ministry.
County-level/Bucharest municipality coordination of the organization of NE VIII, as well as the valorization of their results, is ensured by the school inspectorate.
*The National School Supplies Program*
In order to encourage school attendance, in 2002 the School Supplies Program was launched, targeting students in public, primary and lower secondary education, day courses. At the beginning of each school year, packages with school supplies specific to each class are distributed.
The content of the school supply packages granted to students is established based on the Methodology for applying the provisions of Law no. 126/2002 approving Government Emergency Ordinance no. 33/2001 regarding the granting of school supplies.
Funding request submitted by the Ministry of National Education, at the beginning of September 2017, through the Operational Program for Helping Disadvantaged Persons (POAD) 2014-2020, was approved. The decision allows, starting with this school year, the purchase of supplies for preschoolers, as well as the supplementing with backpacks of the packages of supplies granted to students in primary and lower secondary education.
*Social vouchers for kindergarten*
Educational incentives are granted to children from disadvantaged families provided that all of the following criteria are cumulatively met:
a) the child is enrolled in a preschool education institution, according to LEN no. 1/2011, with subsequent amendments and additions;
b) the monthly income per family member is up to twice the guaranteed minimum income for a single person, as provided by Law no. 416/2001 regarding the guaranteed minimum income, with subsequent amendments and additions.
Law no. 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families; Government Decision No. 15/2016 for the approval of the Methodological Norms for the application of the provisions of Law no. 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families and the procedure for granting social tickets for kindergarten.
*The national social program "Professional Scholarship"*
The "Professional Scholarship" is a national social program addressed to all students attending vocational education and consists of monthly financial support.
Children of foreigners who are beneficiaries of a form of protection in Romania or foreigners, respectively citizens of the European Union/the European Economic Area and the Swiss Confederation with the right of residence/residency on the territory of Romania, who attend vocational education, also benefit from the "Professional Scholarship".
Students in vocational education cannot simultaneously benefit from the "Professional Scholarship" and the financial support granted to students under the National Social Protection Program "High School Money".
At the level of the Ministry of Education, a national committee is established to monitor the granting of the "Professional Scholarship".
*The National Program "Money for High School"*
The Ministry of Education has been implementing for over 12 years the national social protection program "High School Money," which provides financial support for students in high schools and schools of arts and trades.
For students who wish to obtain this financial support, we have launched the High School Money portal, which, together with the discussion forum dedicated to this national program, represents an efficient means of information.
The beneficiaries are students who are supported by families whose monthly gross income per family member, realized in the three months prior to the submission of the file, is a maximum of 500 lei, as well as students who benefit from a protection measure or are under guardianship or curatorship, provided the above-mentioned income condition is met.
The documents will be submitted as copies, provided that, at the time of submitting the application, the applicant also presents the original documents.
IMPORTANT!
By adopting Government Decision 712/2018 (attached), starting with the 2018-2019 school year, each beneficiary will receive monthly, throughout the duration of the courses, if all the legal conditions provided are met, the amount of 250 lei/month.
In addition to the indexation of this amount (from 180 lei/month), the maximum threshold for granting the scholarship has also been increased from 150 lei to 500 lei/family member, given the need to align the support threshold with the current economic situation.
The Second Chance Program*
The “Second Chance” program is addressed to adolescents, young people, adults coming from various social backgrounds and of different ages, who have not attended or have not completed primary and lower secondary education. The program offers these categories of people the possibility to continue and complete compulsory education without having to interrupt their possible professional or family activities in which they are engaged.
The program is structured on two levels: Second Chance – primary education and Second Chance – lower secondary education – the latter also having a vocational training component.
There is no upper age limit for those who wish to enroll in this program. The condition is that they have exceeded by at least 4 years the age corresponding to the class and are in the following situations:
For the Second Chance – primary education program:
- have not participated at all in formal – school – education;
- were enrolled, but dropped out of primary education – regardless of the time and reasons for dropping out;
- have not graduated, by the age of 14, from primary education.
For the Second Chance – lower secondary education program:
- have graduated from compulsory primary education (including in the Second Chance system) but did not continue their education further
or:
- have completed some of the classes corresponding to lower secondary education (V, VI, or VII), but dropped out of school during this educational cycle – regardless of the time and reasons for dropping out.
The Second Chance program is a flexible program, so as to motivate students and determine them to complete it, to give more autonomy to schools regarding its implementation, but also the necessary support to all those involved, through teacher training programs and educational materials for students and teaching staff. Through the program, innovative elements have been introduced in the educational process, such as: the modular curriculum and the credit system for basic education, the assessment, certification, and recognition of competencies previously acquired by students, the provision of an individualized preparation program.
Enrollment in the Second Chance program can be done, every year, in two sessions: October and February.
Students enrolled in the program may have very different levels and expectations. The new program provides a transparent offer of modules that students can follow to develop competencies, as a result of participating in cooperative learning activities, in real contexts and with tasks and topics that meet their interests and needs.
Learning will take place in small groups (8-15 students in each class). Courses can take place in several timetable options (weekdays in the afternoon or evening, on Saturdays, or during school holidays, etc.) depending on the possibilities of the students and teaching staff. Individual consultation hours are planned and available to students.
The program has a flexible duration. The average duration of schooling (2 years for primary education, and 4 years for lower secondary education) can be reduced for each student, depending on the competencies demonstrated, both in basic education and in vocational training.
Graduates have the right to continue their studies, according to the law, as follows:
Graduates of the Second Chance Program – primary education can continue their studies in lower secondary education;
Graduates of the Second Chance Program – lower secondary education can continue their studies in upper secondary education (upper cycle of high school) or can go through practical training sessions, after which they have the possibility to obtain a level 3 professional qualification certificate.
For young people in the program, the graduation certificate will represent not only a personal success, but also the chance for another tomorrow.
*Enrollment in pre-university education for non-EU (non-community) students*
1. Enrollment in Pre-university Education
1.1. Admission Conditions
1.1.1. Students from non-EU states can be enrolled in pre-university education in Romania if one of the parents, guardians, or legal supporters falls into one of the following situations:
is repatriated;
has domicile in Romania through marriage;
is the holder of a residence permit in Romania;
carries out, in accordance with legal provisions, activities on the territory of Romania;
is studying in a state/private accredited university or postgraduate program in Romania.
1.2. Application File
1.2.1. The student's file is sent to MEN – Directorate General for International Relations and European Affairs (DGRIAE), by the County School Inspectorate/Bucharest Municipality School Inspectorate where the school for which the application is made is located and contains the following documents:
Copies of identity documents of the student and parents/guardian/legal supporter (student birth certificate, student passport, parents' passport, student residence permit, parents' residence permit, if held);
Notarized copy and translation of the student's birth certificate;
Copy of the court decision regarding the custody of the minor child, if applicable;
Notarized copies and translations of school records;
Application for enrollment, endorsed by the management of the educational unit where the enrollment will be made.
1.3. Enrollment in Studies
1.3.1. Enrollment is done through approval issued by MEN – DGRIAE, based on the study documents in the personal file, without equivalence exams.
1.3.2. Enrollment of students from non-EU states, based on periods of study completed abroad, proven by school records, may also be carried out during the school year, in accordance with the provisions of the Regulation on the organization and functioning of pre-university education units, approved by the Minister of National Education Order no. 5115/2014
1.3.3. At the request of the parents/guardian, the student may also be enrolled in a class below the level of studies resulting from the documents.
1.4. Tuition Fees
1.4.1. In compulsory education, foreign students benefit from schooling under the same conditions as Romanian citizens.
1.4.2. In upper secondary high school education, students from non-EU states pay tuition fees in accordance with the provisions of Law no. 1/2011.
1.4.3. In pre-university education of all levels, foreign citizens who have obtained a form of protection in Romania can be schooled under the same conditions as Romanian citizens. The class in which students in this category, who do not have study documents, can be enrolled will be established following the assessment carried out by the school unit designated by ISJ/ISMB.
2. Sitting the Baccalaureate Exam by Citizens from Non-EU States who have Completed High School Studies in Another System and Do Not Hold a Baccalaureate Diploma or its Equivalent
2.1. Citizens from non-EU states who have completed high school studies in another education system and do not hold a baccalaureate diploma or its equivalent may, upon request, sit the national baccalaureate exam, depending on the profile of completed pre-university studies, in an exam center established by the County/City of Bucharest Baccalaureate Commission.
2.2. Taking the national baccalaureate exam by citizens from non-EU states who have completed high school studies in another education system and do not hold a baccalaureate diploma or its equivalent, is conditional upon payment of tuition fees, according to the provisions of Law no. 1/2011.
*Special education*
Special and integrated special education is an integral part of the Romanian national education system and offers all children/students/young people educational programs adapted to their degree of deficiency and their development needs.
It is organized at all levels of pre-university education, depending on the type and degree of disability, as follows: mental, hearing, visual, locomotor, associated.
Inclusive education was adopted in Romania as early as the 1990s by respecting diversity, initiating and practically implementing access and participation in education and social life for all categories of children. Today, approximately half of students with disabilities are educated in mainstream education.
Legislation in the field of special education has been designed to respond to a broad and very varied spectrum of special situations. Taking into account this reality, special, integrated special, and inclusive education has been organized at all levels of pre-university education, according to the type and degree of disability.
Special education units for students with sensory deficiencies apply the mainstream school curriculum. These units retain only the structure and form of organization of the special education system, while in terms of content, school preparation, and specialization they are similar to mainstream schools. Special technological high schools, high school classes, and special post-secondary classes are organized according to the mainstream school model (content, profiles, specializations, outcomes, objectives and/or competencies). What remains specific to these units are the strategies, methods, and teaching/learning modalities.
Upon graduation, the students of these special education units take national exams (tests, baccalaureate, or graduation exams) just like all graduates in mainstream education. Facilities and adaptations in the methodologies for organizing and conducting the exams are stipulated for them.
For each student with serious, severe, profound, or associated deficiencies, a personalized intervention plan is developed with objectives specific to their needs and possibilities for psycho-individual development.
Students with special educational needs benefit from adaptations of examination procedures in the case of current assessments as well.
*The procedures and calendar regarding enrollment/re-enrollment in preschool education in the year 2018*
The Ministry of National Education informs that, in order to include children aged between 3 and 6 in preschool education, the following stages will take place, successively, in each educational unit:
- re-enrollment of children who attend kindergarten this school year and wish to attend in the 2018-2019 school year as well - will begin on May 7;
- enrollment of new children will take place starting May 21.
The schedule for re-enrollments and enrollments will be set by the management of each educational unit and will be visibly displayed in each kindergarten, for the information of parents and the general public, including on their website (if any), and possibly on the school inspectorate websites.
The filling of free spots, after the re-enrollment process is completed, will generally be done in descending order of age groups, as follows: big group (5-year-old children), middle group (4-year-old children), and small group (3-year-old children). Based on Government Decision no. 1.252/2012 and within the available spots, children aged between 2 and 3 can also be enrolled in the small group.
If, in any educational unit, the number of enrollment requests exceeds the number of available spots, general and specific tie-breaking criteria will be applied successively.
The general tie-breaking criteria are the following:
- the existence of a document proving that a child is orphaned by both parents (children from orphanages/foster care/foster families are assimilated to the situation of children orphaned by both parents);
- the existence of a document proving the child is orphaned by one parent;
- the existence of a brother/sister enrolled in the respective educational unit;
- the existence of a medical certificate attesting the child's disability degree.
The specific tie-breaking criteria (drawn up by each preschool educational unit, approved by its Board of Administration and endorsed by the County School Inspectorate/Bucharest School Inspectorate by May 18) may not be discriminatory and may not include pre-enrollment lists. Also, specific tie-breaking criteria will be applied only after the general criteria are exhausted.
To ensure transparency of the re-enrollment/enrollment process, the management of preschool educational units will visibly display, for all interested, the following information:
- the institution’s capacity (number of children for whom it was designed);
- the number of spots approved by the enrollment plan for the 2018-2019 school year (by age groups: small, middle, big);
- general and specific criteria for enrolling children;
- the number of children re-enrolled/enrolled daily (during the established period) from the total available.
We mention that private preschool educational units also have the obligation to visibly display information regarding their status, namely if they are authorized to operate provisionally or are accredited by the Romanian Agency for Quality Assurance in Pre-University Education (ARACIP).
*Enrollment in primary education*
Enrollment in primary education is done based on a methodology approved by the Ministry of Education.
Thus, children who turn 6 years old by August 31, 2018, inclusive, must be enrolled in the preparatory class, in accordance with the Education Law.
Parents must go to the school inspectorates and educational units, which have the obligation to provide information and counseling regarding the enrollment.
Lists of school districts must be displayed at the headquarters of the inspectorates and educational units, and parents must be informed about the content of educational activities carried out in the preparatory class, the teaching approach, the organization of the school schedule, etc.
Children who turn 6 years old between September 1 and December 31, 2018, inclusive, can be enrolled if their psychomotor development is appropriate.
All educational units are required to offer information regarding the procedure for enrolling children in primary education, regardless of whether the parents belong to the respective district or not.
