In accordance with Law 278/2015, the Order of General Nurses, Midwives, and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse in other EU Member States.

The activities of certifying Romanian qualification titles of general nurse, midwife, and nurse in other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council dated September 7, 2005 regarding the recognition of professional qualifications, as subsequently amended and completed. As appropriate, the certification documents are certificates or recommendations.

Online applications for issuing the necessary documents for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county branch/ of the Municipality of Bucharest of OAMGMAMR, to which the applicant is a member. If the applicant has NOT become a member of OAMGMAMR, the application must be submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

In the situation where the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically archived by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
