In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse, in other EU Member States.

The activities of certification of Romanian qualification titles of general nurse, midwife, and nurse, in other EU Member States consist of the preparation and issuance of documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as subsequently amended and supplemented. Depending on the case, the certification documents are certificates or recommendations.

The online applications for the issuance of the documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, shall be sent through PCUe to the county/Bucharest Municipality branch of OAMGMAMR, at which the applicant is a member. If the applicant has NOT become a member of OAMGMAMR, the application shall be submitted online through PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is obliged to complete the file with all requested documents. If the applicant does not comply with the completion deadline, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialty structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to applicants through PCUe by the county branch of OAMGMAMR where they have submitted the electronic file.
