The procedure for acquiring the right to sign for citizens coming from other EU member states*

THE PROCEDURE IS INFORMATIONAL AND IS NOT AVAILABLE FOR SETTLEMENT THROUGH THIS PLATFORM. THE FILE MUST BE SUBMITTED AT THE RUR HEADQUARTERS IN BUCHAREST, STR. TUDOR ARGHEZI NO.21 OR AT THE TERRITORIAL OFFICES (B.T. Timisoara, B.T. Cluj-Napoca, B.T. Iasi) WHERE APPLICABLE. In the case of persons with signing rights or other equivalent rights obtained in another member state, they can obtain the certification of signing rights from the Romanian Registry of Urban Planners, as the competent national authority, only after passing an exam on Romanian legislation in the field or after completing a 2-year adaptation internship in the preparation of territorial planning and urbanism documentation. The applicant can choose between the exam and the adaptation internship. (art. 6, para.(4) and para.(5) of the regulations).
The equivalence of the signing right will be determined by the RUR examination committee depending on the specifics of the signing right for which the applicant was certified in the country of origin, as well as according to the portfolio and demonstrated experience. For the equivalence of the signing right, the provisions of art. 50 of the regulations regarding the recognition of the qualification title and reciprocity agreements will also be taken into account.
Citizens of member states requesting to obtain the signing right on the territory of Romania and who are qualified specialists in the field of territorial planning and urbanism according to art.4 letter j of the regulation, but who do not have equivalent signing rights obtained in one of the member states, will acquire, upon request, signing rights on the territory of Romania under the same conditions as Romanian specialists qualified in the field of territorial planning and urbanism, in compliance with the provisions of art.6 para.(5).
Note: The file must be presented in Romanian except for the elements in item 6 (copies of diplomas, certificates, etc. must be translated).
Appeals regarding the registration of candidates, evaluation results, or the conduct of the exam can be submitted within 48 hours from the announcement of the exam/results/certification, at the RUR secretariat.
The Superior Council of the Registry of Urban Planners in Romania will resolve them within 30 days of registration.
The decisions of the Superior Council of the Registry of Urban Planners in Romania, as well as any other administrative act issued in the application of the procedure for granting signing rights for territorial planning and urbanism documentation can be challenged in court according to the legislation on administrative litigation (currently, Law no.554/2004, with subsequent amendments and completions).
