The operating permit issued under the conditions of this procedure allows traders, natural or legal persons authorized according to the law, to carry out car maintenance and repair activities. These activities refer to car maintenance and repair activities provided for in the annex to Government Ordinance no. 99/2000 on the marketing of goods and market services, republished, as well as other relevant regulatory acts.
In order to obtain the operating permit, the trader shall address the City Hall of Cluj-Napoca by submitting an application - Form D - STANDARD APPLICATION for the issuance of the operating permit, in which both the identification elements of the trader shall be entered: trader's name, registered office, tax identification code, registration number at the Trade Register Office, representative, as well as the address of the working point for which the operating permit is requested, the activities to be carried out at that location, the proposed operating schedule.
This standard application is accompanied by documentation including documents established in relation to the activity/activities to be carried out at the working point, in compliance with the applicable legislative provisions. The structure dealing with the application is the Directorate of Municipal Heritage and Property Records, Trade Authorization Service.

The function registered in the land register must be closely correlated with the provisions of the approved urban planning regulations, respecting the classification of permitted uses by categories of functions, according to the current Local Urbanism Regulation. In the situation where, in the land register, the space in question is designated as a residence or has another destination different from the function for which the operating permit is requested, the urbanism certificate and the approvals/agreements mentioned therein / the building permit, as the case may be, issued by the Urbanism Directorate for the change of destination/function, based on the provisions of the approved urban planning regulations, respecting the classification of permitted uses by categories of functions, will be presented. In the situation where the commercial/service activity is to be carried out in a temporary and detachable construction, for which a building permit exists, such as kiosks, booths, stands or other similar types (for commercial activity), located on private land (except those located on public or private land of the municipality), the updated land register of the land on which it is located, not older than 90 days, will be presented if it is not possible to present a land register with the registration of this construction. NO land register excerpt is required in the case of spaces with other destinations that are the subject of lease contracts with the local public administration authority.*
