This procedure regulates the method of submitting online requests for the issuance of certificates from the archive of the Bistrița-Năsăud County Council, according to the provisions of art. 29 of the National Archives Law no. 16/1996, republished, art. 44 of the Instructions regarding archive activity at document creators and holders, approved by the leadership of the National Archives by Order of the Day no. 217/1996 and art. 3 of Government Ordinance no. 33/2002 regarding the regulation of the issuance of certificates and attestations by the central and local public authorities.
Notes
The resolution deadline according to Art. 8 para (1) of Government Ordinance no. 27/2002 regarding the regulation of the petition resolution activity, with subsequent amendments and completions, is: "Authorities and public institutions notified have the obligation to communicate to the petitioner, within 30 days from the date of registration of the petition, the response, regardless of whether the solution is favorable or unfavorable."
Qualified electronic signature means an advanced electronic signature that is created by a qualified electronic signature creation device and which is based on a qualified certificate for electronic signatures according to the definitions provided in art. 3 of EU Regulation no. 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/CE.
The type of electronic signature applicable by individuals or legal entities for online requests is the qualified electronic signature.
If the applicant does not have a qualified electronic signature, documents will be issued only after receiving the original request by mail or directly at the Bistrița-Năsăud County Council registry. The requested document may be issued from the registry of the Bistrița-Năsăud County Council or
