​The applicant for the urban planning certificate is the natural or legal person interested in receiving from the competent public administration authority information regarding a property, land and/or buildings for the purposes defined in art. 6 of the law. For the issuance of the urban planning certificate, the applicant shall address the Cluj-Napoca City Hall by submitting a request according to form F1 - REQUEST for the issuance of the urban planning certificate, in which both the identification elements of the property for which the urban planning certificate is requested will be entered: locality, cadastral number and land book number, where applicable, unless the law provides otherwise, as well as the elements defining the purpose of the request. Payment can also be made at www.primariatarguneamt.ro. The structure handling the request is the Urbanism Service.
