This procedure regulates the issuance of the opportunity opinion by the Maramureș County Institution. The structure handling the request is the Document Intake Department.
For the issuance of the opportunity opinion, the applicant shall address the Maramureș County Council by electronically submitting the following documents:
- Request for the issuance of the opportunity opinion - form;
- Urbanism certificate, in copy;
- proof of title to the property, land and/or buildings;
- Opportunity study;

- Proof of payment of the legal fee (copy). Payment can be made by bank transfer to account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through the Baia Mare TREASURY.
- Other documents the applicant considers necessary (optional).
The issuance of the opportunity opinion is conditional upon sending the original documents by post to the issuer's headquarters, if they do not have an electronic signature.

Written documents: explanatory technical memorandum, which includes: - presentation of the proposed investment/operation; - proposed indicators; - method of integrating the proposed investment/operation into the area; - presentation of economic and social consequences at the level of the reference territorial unit; - categories of costs to be borne by private investors and categories of costs to be borne by the local public authority. 2. Drawn documents: - integration into the area; - topographic/cadastral plan with the study area; - proposed concept - site plan showing functions, neighbors, and how access and utilities will be provided.*
