State allowance is granted for all children up to the age of 18. The state allowance for children is also granted to young people who have reached the age of 18, who attend high school or vocational education courses, organized under the law, until their completion. Young people who repeat the school year do not benefit from state allowance, except for those who repeat for health reasons, proven with medical certificates.
The holder of the right to state allowance for children is the child.
The state allowance for children is paid to one of the parents based on their agreement or, in case of disagreement, based on the decision of the guardianship authority or the court ruling, to the parent to whom the child has been entrusted for upbringing and education. The state allowance for children is also paid to the guardian, curator, the person to whom the child has been placed in family care, including the maternal assistant or the person to whom the child has been entrusted for adoption, under the law. For children for whom a special protection measure has been established, the state allowance for children is paid only to a personal account. After reaching the age of 14, payment of the state allowance for children can be made directly to the holder, with the consent of the legal representative.
State allowance for children is also granted to the children of foreign citizens and stateless persons residing, under the law, in Romania, if they live together with their parents.
The persons within the Social Assistance Department who have duties according to their job description in this respect:
- Analyze the application and the documents presented as annex to the application;
- Prepare/draft the monthly summary;
- Draft the forwarding letter of the monthly summary to AJPIS Sibiu;
- Send to AJPIS Sibiu the monthly summary accompanied by the forwarding letter, the applicants' requests for state allowance, and the documents submitted as annex to the application.
