Issuance of authorization for placement of constructions, economic objectives, intersection arrangements in the road area, and arranging access to the county road.

Observations:

  • The placement distances of economic objectives that generate additional traffic from the edge of the carriageway of the county road, outside localities, must be at least 30 m, in accordance with art. 47, para. 1 of G.O. 43/1997 with subsequent amendments and completions. Constructions that generate additional traffic include production units, commercial complexes, wholesale warehouses, showroom-type units, tourist objectives, residential districts, industrial parks, as well as any other similar objectives and/or constructions where economic activities are carried out.

  • In the preparation of the documentation, the provisions of G.O. 43/1997 regarding the legal regime of roads with subsequent amendments and completions, Order of the Ministry of Transports no. 1835/2017 for the approval of the Technical Norms regarding the design and placement conditions of constructions, installations, and advertising means in the road areas, on bridges, passages, viaducts, in road tunnels, as well as arranging access ways to public roads, H.G. 525/1996 for the approval of the General Urbanism Regulation, the Normative regarding intersection arrangements, indicative AND 600/2010, standards SR 1848/1/2/3 – 2011, SR 1848/7 – 2015, STAS 1848/5-82 regarding road signage, shall be observed.

  • The documentation will be correlated with the approved urban plans (PUG / PUZ) for the studied area and with the approvals issued for the accesses to the county road.

  • The documentation prepared by a road specialist designer will have the original signature and stamp of the designer and of the certified project verifier.

  • Each drawing will have, at the bottom right, a title block that will include: the name of the design firm that prepared the project, the registration or authorization number, as the case may be, the title of the project and drawing, the project and drawing number, date of elaboration, the name, position, and signature of the preparer, verifier, and the project manager, in accordance with annex no. 3 to the Order of the Ministry of Regional Development and Housing no. 839 of October 12, 2009 for the approval of the Methodological Norms for the application of Law no. 50/1991 regarding the authorization of construction works execution, with subsequent amendments and completions.

Note: Upon the request of D.J.A.D.P. Iași, other documents/plans/details besides those specified in the "Necessary documents" section will be submitted if the situation requires it.

Iaşi; the designed solution, description of the works subject to the project for approval with references to the site (including the road and km position), its topography; description of the objective's activity; attracted traffic (evaluation of the type of attracted traffic and the number of vehicles during peak hour); presentation of the access solution to the county road, location of the buildings in relation to the geometric elements of the county road; adopted road structure for the arrangement of the access road / side road / collector road (as appropriate); traffic study (circulation capacity, level of service) in the case of commercial complexes; method of solving the continuity of stormwater drainage along the county road in the area of the objective and the intersection; method of collecting and discharging stormwater and wastewater from the site; type of existing cross-section; existing and proposed road signage for traffic regulation under the new conditions, designed in accordance with SR 1848/1/2/3 – 2011, SR 1848/7 – 2015, STAS 1848/5-82; structure of the road system for the designed access; a road system equivalent to that of the county road will be adopted; method of lighting the intersection at night, if applicable; situation of road plantations; presentation of the geometric elements of the collector road or the service road, if applicable; method of ensuring road traffic during the execution of works, km position of the collector road (if applicable); visibility distances on the county road in the area of the intersection with the access road; calculation of the number of parking spaces, in accordance with HG 525/1996.*

The site plan will include: the cadastral plot for which the urbanism certificate was issued, the neighboring properties along the county road on both sides of the objective (along the county road on both sides) over a length of 100 m, showing all accesses / buildings / collector road (specifying sizes and distances); the intersections of the collector road with the county road (if applicable); the projected and existing buildings, the location of fuel pumps / canopy / tanks (in the case of fuel distribution stations), the dimensions, names, and purposes of each building unit, fencing, distances from the centerline of the county road to the constructions, fences, fuel tanks, fuel dispensing pumps; the distance from the property boundary to the centerline of the county road and to the edge of the roadway will be specified; the access solution to the county road through direct access / side road / easement / collector, etc.; pedestrian and vehicular accesses inside the property, sidewalks, traffic flow scheme, the solution for developing road access to the county road; the kilometer and meter positions of the land and the access to the county road; vertical systematization of the land; existing and proposed road signage (vertical and horizontal) for traffic regulation under new conditions; parking spaces in accordance with HG 525/1996; the system for collecting and discharging water from the premises, the septic tank, the hydrocarbon separator, etc.; on the site plan, a simulation of the route of the fuel tanker supplying the tank (in the case of fuel stations), as well as the route of long vehicles using the services of the objective, will be presented.*
