Authorization for the circulation of vehicles with excess dimensions and the issuance of the special transport permit are carried out, prior to the movement of the excess vehicle, by the administrator of the road on which the excess vehicle will circulate. The circulation of vehicles with excess dimensions may take place on the Romanian public road network only if these:
- are admitted to circulation;
- comply with the technical condition and traffic safety requirements;
- do not exceed the maximum authorized constructive masses of the vehicles;
- hold an AST issued by the administrator of the road on which they circulate;
- comply with the provisions stated in the AST.
The AST is issued at the request of the applicant, who can be the transport operator or a third party, on behalf of the transport operator. The holder of the AST is in all cases the transport operator who bears full responsibility for the circulation of the vehicle with excess dimensions, according to the conditions stipulated in the AST and the legislation in force. The AST is issued by the administrator of the road on which it is to circulate, prior to the movement of the excess vehicle, and includes information regarding:
- the issuer;
- the date and time of document issuance;
- the applicant;
- the transport operator holding the AST;
- the registration numbers of the excess vehicle, including those of the reserve vehicle, if applicable;
- the configuration of the vehicle in terms of axles;
- the masses and dimensions of the vehicle with excess dimensions;
- the authorized direction and route;
- the validity period of the AST;
- the amount of additional fees for the circulation of vehicles with excess dimensions, paid in advance, including the series and number of the document that certifies the payment;
- convoy circulation, if applicable;
- the registration numbers of the vehicles forming the convoy.

Request for the issuance of the special transport authorization, which must be fully completed by the applicant, who bears entire responsibility regarding the accuracy of the information provided about: applicant identification data; transport operator identification data; registration numbers of the vehicle with excess; origin and destination of the transport within the territory of Romania, as well as intermediate points in case the applicant chooses a specific route between origin and destination; registration numbers of a reserve vehicle with identical characteristics to the vehicle with excess, if deemed necessary; the vehicle configuration in terms of axles, axle type, suspension and wheels, distance between axles; weights and dimensions of the vehicle with excess; nature of the transported cargo; requested validity period; compliance with the maximum towable mass, with/without braking device, specified in the technical inspection report for homologation, conducted by RAR, or in the vehicle registration certificate, in the case of a towing vehicle pulling a trailer/semitrailer; compliance with the maximum authorized constructive weights of the vehicles; the specialized economic operator who will escort the vehicle with excess.*
