1. According to the provisions of art. 6 para. (1) and (4) of the Law, the urban planning certificate is an information document regarding the legal, economic, and technical regime of the property, as well as the specific urban planning requirements for the location, determined in accordance with the approved urban planning documentation, a document that is issued, upon request, to any applicant - natural person or legal entity.
2. According to the Law, the urban planning certificate does not replace a building/demolition permit and does not confer the right to carry out construction works.
The procedure refers to the activity of issuing urban planning certificates, namely: receiving and registering applications for the issuance of urban planning certificates and the required documents; verifying the submitted documentation; drafting the urban planning certificates; registering them in the Urban Planning Certificate Registry; sending the issued certificates to the applicants.
The urban planning certificate is the mandatory information document by which the county or local public administration authority communicates the legal, economic, and technical regime of properties and the necessary conditions for making investments, real estate transactions, or other real estate operations.
