For the issuance of a preliminary agreement/authorization for the placement of constructions, installations, and advertising panels in the area of county roads, it is necessary to complete a “Standard Application” according to Annex 1 of the “Regulation for the placement of constructions, installations, and advertising panels in the area of county roads” adopted by County Council Decision no. 83 dated 28.04.2022. This form is filled in with the beneficiary’s identification data, the name of the work, the name of the county road where the work is to be executed, as well as a contact person on behalf of the applicant, based on the above-mentioned regulation.*

Copy of the urbanism certificate, with validity period, issued by the competent authorities for the works requested in the application, according to Law no. 50/1991 regarding the authorization of construction works, republished, with subsequent amendments and additions;*

Technical presentation memorandum of the requested work for approval, which should include: - the kilometer and metric position of the site in the county road area; - description of the works/activities to be carried out; - description of the arrangement of the access to the county road, which will be made with a simple connection (in the case of objectives located between locality indicator boards) and, if applicable, acceleration/deceleration lanes (in the case of objectives located outside localities); - the length of the access opening to the county road; - the method of ensuring the drainage of rainwater and wastewater along the county road; - the method of arranging the traffic signage related to the objective, mentioning the traffic signs that will be used.*

Copy of the identity document (for individuals) or copy of the tax registration certificate (for legal entities or authorized individuals)*

Zoning plan at 1:10000, 1:5000, 1:2000 or 1:1000 as appropriate (scale that allows the visualization of all necessary elements);*

Copy of the prior agreement issued by the Technical Directorate, through the Public Works Service within the specialized apparatus of the Brăila County Council for the respective work, as applicable;*

Site plan at scales 1:2000, 1:1000, 1:500, 1:200 or 1:100, as applicable, which shall include: - the existing route of the county road and the kilometer position where the objective is to be located; - the arrangement of the access to the county road, with simple connection and, if applicable, acceleration/deceleration lanes, specifying the distance from the property boundary to the axis of the county road; - the location of buildings (both existing and proposed) and fencing, with their position and distance from the axis of the county road; - the method of ensuring the drainage of rainwater and wastewater along the county road; - the proposed road signage (temporary and permanent, if applicable).*

Transversal sections at the access point and constructions with specification of the position and distance from the axis of the county road and from the enclosure. Transversal sections: - at the point of undercrossings/crossings (with specification of the depth/height of their placement relative to the road axis level of the county road); - for characteristic areas when positioned parallel to the county road (with specification of the placement distance from the axis of the county road);*

Copy of the receipt for the payment of the fee for the issuance of the authorization for placement and/or access in the area of the county road, calculated based on the decision of the Brăila County Council in force at that date, regarding the approval of certain rates and local taxes owed to the own budget of Brăila County, or copy of the payment order. The details to be filled in on the payment order are: Beneficiary: Brăila County, fiscal identification code: 4205491, beneficiary IBAN code: RO29TREZ15121160203XXXXX, opened at Trezoreria Brăila, equivalent value – placement authorization fee and/or access to county road DJ, for the work “XXX” Individuals = 26 euro unit price with VAT according to HCj 319/2022. Legal entities = 79 euro unit price with VAT according to HCj 319/2022. The fee can be paid by bank transfer or at the institution's headquarters.*
