Electronic issuance of the tax attestation certificate for individuals owning real estate*

The procedure is addressed to natural persons who own immovable property and hold a qualified certificate with extended electronic signature and who request the issuance of the tax attestation certificate. The tax attestation certificate is issued by the Sibiu Local Fiscal Authority at the taxpayer's request, based on an application for the issuance of the fiscal certificate, completed and signed with an extended electronic signature, or at the request of public authorities in the cases and under the conditions provided by the applicable legal regulations, as well as at the request of the public notary, according to the delegation given by the taxpayer.

In the case of transferring ownership of buildings, land, and means of transport, the tax certificate must attest the payment of all fiscal obligations owed to the local public administration authority in whose jurisdiction the fiscal registration of the asset being transferred is located. For the asset being transferred, the owner must pay the tax owed for the year in which the transfer takes place. The certificate may be presented by the taxpayer, in original or notarized copy, to any applicant.

Other information

If the fiscal certificate request is made by the public notary, they are required to also attach the delegation given by the taxpayer (electronically signed).

Electronic tax attestation certificates will bear the digital signature of the department head. The original document is the one in electronic format. It may be printed and presented on paper, but the validity of the document is proven by presenting it in electronic format. Any modification of the electronic tax attestation certificates will result in their loss of validity.

The digitally signed electronic document is protected under Law no. 455/2001 on electronic signatures and will have the same effects as the document in authentic form.

Electronic issuance of the tax attestation certificate for legal entities owning real estate*

The procedure is addressed to legal persons who own real estate assets, who have a qualified certificate with extended electronic signature, and who request the issuance of the tax attestation certificate. The tax attestation certificate is issued by the Local Fiscal Directorate Sibiu upon the taxpayers’ request based on an application for issuing the fiscal certificate, completed and signed with an extended electronic signature, or at the request of public authorities in the cases and under the conditions provided by the legal regulations in force, as well as at the request of the public notary, in accordance with the delegation given by the taxpayer.

In the case of transferring ownership rights over buildings, land, and means of transport, the fiscal certificate must attest the payment of all fiscal obligations owed to the local public administration authority in whose jurisdiction the asset being transferred is fiscally registered. For the asset being transferred, the owner must pay the due tax for the year in which the asset is transferred. The certificate can be presented by the taxpayer, in original or legalized copy, to any requester.

Other information:

If the request for the fiscal certificate is made by the public notary, he is required to also attach the delegation given by the taxpayer (electronically signed).

If the applicant is a person other than the associate or administrator of the company, the agreement given by the legal person owning the real estate or movable asset must also be attached (electronically signed).

Electronic tax attestation certificates will bear the digital signature of the head of the directorate. The original document is the electronic one. It can be printed and presented on paper, but the validity of the document is proven by presenting it in electronic format. Any modification of the electronic tax attestation certificates leads to the loss of their validity.

The digitally signed electronic document is under the protection of Law no. 455/2001 regarding the electronic signature and will produce the same effects as the act in authentic form.

Settlement of the tax on shows in the case of artistic events, sports competitions, or other entertainment activities*

The tax return for establishing the tax on shows, in the case of artistic events, sports competitions or other entertainment activities.


In case the organizer of shows is represented by a person other than its legal representative, it is mandatory to also attach a power of attorney for the person designated to represent the taxpayer for submitting the application for registration of subscriptions/tickets for shows and the return regarding the situation of tickets/subscriptions sold, as well as the minutes for cancelling the series of unsold tickets or subscriptions.

Issuance of the Urbanism Certificate*

The procedure regulates the set of operations leading to the issuance of the urban planning certificate, which aims at preparing the documentation for authorizing the execution of construction works, for awarding the design of public works by tender in the feasibility study phase, for legal requests and notarial operations regarding real estate transactions, the establishment of a passage easement in relation to the applicant’s request (beneficiary/investor) and in accordance with the provisions of Order no. 839 of October 12, 2009 for the approval of the Methodological Norms for the application of Law no. 50/1991 regarding the authorization of the execution of construction works, updated.

In case you wish to issue the urban planning certificate for cadastral operations, please attach the site plan in STEREO 70 coordinates (for merging/splitting operations). The formats accepted by the Sibiu City Hall are .dxf, .dwg or .shp.

After registering the request for issuance of the urban planning certificate, you will receive an email with the amounts due, which can be paid on the Sibiu City Hall Portal - https://e-administratie.sibiu.ro/cmsSE/ (by authentication) or on the www.ghiseul.ro portal (with or without authentication). After making the payment, please submit proof of payment.

Extension of the Urbanism Certificate*

The procedure regulates the set of operations that lead to the extension of the urban planning certificate, which aims to extend the validity of the Urban Planning Certificate in relation to the applicant's (beneficiary/investor) request and in accordance with the provisions of Order no. 839 of October 12, 2009 for the approval of the Methodological Norms for the application of Law no. 50/1991 regarding the authorization of construction works, updated to date.
