By exception from the procedure provided for in points A and B, under the conditions of art. 24 para. (7) of GEO no. 86/2006, citizens of a Member State of the European Union or of the European Economic Area, including citizens of the Swiss Confederation, who have obtained the status of insolvency practitioner in one of these states, may temporarily or occasionally exercise the profession of insolvency practitioner. Temporary exercise of the activity consists in carrying out the activity for a limited period of time, which must be indicated by the applicant. Occasional exercise represents carrying out the activity of insolvency practitioner for a single debtor from the opening of the proceedings until their closure.

The profession of "reorganization and liquidation practitioner", commonly known as "insolvency practitioner", is found in Annex no. 2 of Law no. 200 of 2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and completions.*

According to Art. 32 of GEO 86/2006 regarding the organization of the activity of insolvency practitioners: The decisions of the governing bodies of UNPIR to reject the requests submitted according to art. 30 para. (2), as well as the requests for registration for the exam to obtain the status of practitioner must be properly motivated and can be challenged before the competent court, in accordance with the procedure provided by the Administrative Litigation Law no. 554/2004, with subsequent amendments and completions.
