Working procedure regarding the automatic recognition of the status of doctoral supervisor or habilitation obtained in accredited higher education institutions abroad*

This procedure aims to establish the norms, rules, and instructions for ensuring the proper conduct of activities regarding the automatic recognition, by the “Grigore T. Popa” University of Medicine and Pharmacy of Iași, as the Organizing Institution of Doctoral University Studies, of the status of PhD supervisor or habilitation obtained in accredited higher education institutions abroad.
The procedure applies to citizens who have obtained the status of PhD supervisor in prestigious universities from other countries, which are part of the list of prestigious universities approved by OMECTS no. 5825/2016 and periodically updated, in accordance with the national and European legislative framework.
Only in the case of temporary exercise of the status of PhD supervisor do the provisions of Law 200/2004 and art. 296 of the National Education Law no. 1/2011 apply directly.
(1) Reserved, vacant or temporarily vacant teaching positions are filled with priority by the tenured teaching staff of the institution or by associated teaching staff, paid by the hour, according to this law.
(2) The employment of specialists with recognized scientific and professional value in the field, from the country or abroad, as invited associated teaching staff, is endorsed by the Department Council and approved by the Board of Administration.

The applicant may file an appeal within 3 working days from the communication of the evaluation result of the recognition file. The appeal must be submitted in writing, according to the template included in the procedure, uploaded on the platform and/or sent to the email address consuela.mitasov@umfiasi.ro.
The appeals committee convenes within a maximum of 48 hours from the submission of the appeal and, within 3 working days, communicates to the applicant, by email, the solution to the appeal submitted.
A legal remedy against the recognition decision may be initiated before the courts of law, according to applicable legal rules.
