The procedure implements OMENCS no. 5921/2016 for the approval of the Methodology regarding the automatic recognition, by higher education institutions, respectively institutions organizing doctoral university studies in Romania, of the quality of doctoral supervisor obtained in accredited higher education institutions abroad; OMENCS no. 5922/2016 for the approval of the Methodology regarding the automatic recognition, by higher education institutions, of teaching positions in university education obtained in accredited higher education institutions abroad and OMENCS no. 5923/2016 for the approval of the Methodology regarding the recognition of the doctorate diploma and the title of doctor in sciences or in a professional field, obtained abroad.

The teaching profession (or doctoral supervisor) is found at position no. A.8 in Annex no. 2 of Law no. 200 of 2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania with subsequent amendments and additions.*

An appeal against the recognition decision may be filed with the university within 30 days from the communication, and subsequently the final decision of the university may be challenged in the competent courts on the territory of Romania.
