This procedure establishes the regulatory framework regarding the authorization of technical execution supervisors by ISC, starting from September 30, 2016. Persons who have been authorized to carry out the activity of technical execution supervisor permanently through an act of authority - authorization or equivalent document, issued by competent authorities recognized in one of the EU or EEA member states, can perform the activity in Romania temporarily, having the obligation to submit to ISC a declaration, written in Romanian, regarding the services/works they will provide.

Romanian citizen specialists or citizens of another EU or EEA member state, who have been authorized to carry out the activity of technical execution manager by an act of authority - authorization or equivalent document - issued by the competent authorities recognized in those states, and who wish to temporarily carry out the activity in Romania

The profession of technical manager for execution is included in Annex no. 2 to Law no. 200/2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania*

Appeal routes

The communication sent to the applicant regarding the non-approval of the request to temporarily perform the activity of technical manager for execution can be contested at the I.S.C within 15 working days from the date of receiving the communication. The appeals are resolved by the authorization commission within 15 working days from the date of their registration.
