This methodology regulates the recognition by the Organizing Institution for Doctoral Studies – National University of Music Bucharest (IOSUD-UNMB), of the doctoral degree diploma and the title of doctor in the field of Music, obtained abroad by Romanian citizens, citizens of the member states of the European Union, the European Economic Area, the Swiss Confederation, and by citizens of third countries.
IOSUD-UNMB automatically recognizes the doctoral degree diploma and the title of doctor in the field of Music, obtained at:
a) accredited higher education institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;
b) accredited higher education institutions from outside the countries listed in letter a), among the most prestigious higher education institutions in the world, according to the provisions of the Minister of Education’s Order regarding the approval of the list of prestigious universities from other countries.
The recognition of the doctoral degree diploma and the title of doctor in the field of Music by IOSUD-UNMB is carried out for the purpose of enrollment in postgraduate study programs, obtaining habilitation, occupying a teaching or research position within the university, participation in programs and projects financed from European and international funds, or for other purposes related to teaching and research activities within the university.

The doctoral title is found in Annex no.2 of Law no.200/2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and completions.*

Appeal routes
The decision of recognition or non-recognition is issued by UNMB.
The Doctoral School Council analyzes the file from a scientific point of view, relating to national and international quality standards in the field, and sends to the Doctoral School secretariat within 15 working days from its receipt, its resolution regarding the approval or rejection of the request for recognition of the doctoral diploma and the doctoral title.
The decision may be appealed within 5 working days from communication, through a motivated application submitted to the UNMB Registry.
Appeals are resolved within 5 working days by the appeals resolution committee consisting of 3 members appointed by rector's decision, at the proposal of the CSUD director (and who are not part of the Doctoral School Council).
The response to the appeal is communicated by e-mail or by post (registered letter with acknowledgment of receipt), to the address indicated by the applicant, by the Doctoral School secretariat.
