The procedure refers to the authorization of legal entities that install and/or operate cost allocation systems for heating in condominium-type buildings. Applicants must submit the documentation prepared in accordance with the provisions of Articles 7-9 of ANRE Order no. 53/2017. The documentation submitted by applicants is reviewed by the Authorization Commission for legal entities carrying out activities of installing and operating cost allocation systems for heating and domestic hot water in condominium-type buildings.

Appeal routes
The decision regarding the refusal to grant the authorization can be contested within 3 days from the date of communication. For resolving the appeals submitted by interested parties, a commission for solving them is established, when necessary, appointed by Decision of the ANRE-DEE chief. Applicants dissatisfied with the outcomes of the appeals can address administrative litigation courts, according to the law.
