The National University of Music Bucharest (UNMB) is an accredited institution of higher education, according to legal norms and, in this capacity, automatically recognizes the teaching positions in higher education obtained in accredited institutions of higher education from member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious institutions of higher education from other states included in the "List of prestigious universities from other states", approved by order of the minister of education and periodically updated.
The teaching positions obtained at accredited institutions of higher education, other than those mentioned above, are recognized only if the applicant meets the standards set by UNMB for occupying the respective teaching position, provided in the Competition Methodology for filling teaching and research vacancies at UNMB, in force at the date of file submission.
The provisions of this methodology apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries.
The recognition by the National University of Music Bucharest of teaching positions in higher education obtained in accredited higher education institutions abroad is valid and produces legal effects only at the level of UNMB.
This methodology describes the procedure for the recognition of teaching positions in higher education obtained in accredited institutions of higher education abroad, respecting the provisions of the legislation in force and the decision of the UNMB senate, as the case may be, for the purpose of:
a) carrying out teaching activities provided in the staffing charts of UNMB (including evaluation) or additional activities to these, with the approval of the UNMB management, including as an associate teaching staff or guest associate teaching staff;
b) participation in competition commissions for filling teaching and research vacancies.
Occupying, as tenured, a vacant teaching position at the National University of Music Bucharest is done through competition in accordance with "Competition Methodology for filling teaching and research vacancies at the National University of Music Bucharest" (https://www.unmb.ro/wp-content/uploads/2025/06/Metodologie_concurs_ocuparea_posturilor_didactice_si_de_cercetare_vacante_din_UNMB.pdf)
Employment in a teaching position in the Romanian system of higher education is conducted according to the legislation in force.

The teaching profession is found at position no. A.8 in Annex no. 2 of Law no. 200 of 2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and completions.*

If the Evaluation Report is not in favor of the applicant, they have the right to file an appeal within three working days from the date of communication of the evaluation result.
Appeals may be filed only for non-compliance with legal procedures in the evaluation process, only by the applicant, and only for their own file. The appeal is submitted to the UNMB Registry.
The appeals resolution committee issues a decision within 3 working days. The decision of the appeals resolution committee is final, is forwarded in writing to the university rector, who issues the final decision and communicates it to the applicant within 5 working days of its issuance.
