The recognition of official physiotherapy qualification titles obtained in another Member State of the European Union, in states belonging to the European Economic Area, and in the Swiss Confederation takes into account facilitating the right of establishment and access to the profession of physiotherapist on the territory of Romania.
Practicing the profession is done after obtaining membership in the College of Physiotherapists of Romania (CFZRO), the free practice authorization accompanied by the annual approval, as a result of the recognition of the qualification.

This procedure does not apply in the case of temporary or occasional exercise of professional activities in Romania by physiotherapists established in another Member State. By exception, it applies for the first provision of services in the situation where the CFZRO decides that the providing physiotherapist must take an aptitude test.


Procedure description:

  • Within one month from the date of registration, CFZRO notifies the applicant, confirming the receipt of the file and, as the case may be, requesting the completion with missing documents.
  • Within a maximum of 3 months from notification, the applicant is obliged to complete the file with all requested documents. If the applicant does not respect the completion deadline, upon its expiry, CFZRO closes the file and notifies the applicant in writing. Within 120 days from submitting the complete file, CFZRO analyzes the applicant's training and professional experience and formulates a well-grounded proposal regarding the manner of resolving the application, respectively:

a) Recognition of the qualification without applying compensatory measures. Based on this proposal, the President of CFZRO issues the decision of recognition of the qualification.

b) Recognition of the qualification with compensatory measures. This proposal, as well as the curricular differences established by CFZRO, the related bibliography, and the duration of the adaptation internship are approved by the President of CFZRO, and communicated to the applicant within the 120-day term mentioned. In case the applicant opts for taking an aptitude test, the test date is set by mutual agreement with the applicant, within a maximum of 6 months from the approval by the president of the recognition of the qualification with compensatory measures.

The President of CFZRO issues the decision of recognition of the qualification based on the documents certifying the completion of the compensatory measure by the applicant.

In both cases, the decision of recognition of the qualification is communicated to the applicant and to the territorial college of his/her domicile, in order to obtain the free practice authorization and the annual approval.

CFZRO may exchange information through the Internal Market Information System of the European Union according to the administrative cooperation procedures as provided in Regulation (EU) no. 1.024/2012 of the European Parliament and of the Council of 25 October 2012 on administrative cooperation through the Internal Market Information System and repealing Commission Decision 2008/49/EC (“IMI Regulation”) and of Commission Implementing Regulation (EU) 2015/983 of 24 June 2015 on the procedure for issuing the European professional card and applying the alert mechanism under Directive 2005/36/EC of the European Parliament and of the Council.

(i)Copy of the documents attesting the training, respectively the official qualification titles that provide access to the profession of physiotherapist certified in the issuing EU Member State, proof of the holder's professional experience; (ii)Copy of additional documents concerning the duration and content of training: curriculum, transcript of records, diploma supplement or other study documents regarding the total duration of studies, subjects studied/number of hours allocated to each subject, and, where applicable, the proportion/ratio between theoretical and practical training/instruction. (iii)Copy of documents regarding other relevant training courses: proof of participation in continuing professional development programs, seminars, and other training and lifelong learning courses; (iv)Copy of documents regarding professional experience: 1. If the applicant obtained the qualification of physiotherapist in a Member State in which the profession or training is not regulated, documents shall be submitted attesting that at least one year of professional experience as a physiotherapist has been acquired, or an equivalent period in the case of part-time work (representing an overall duration equivalent to reduced working time during the last 10 years in another Member State that does not regulate the respective profession and who holds one or more qualification titles issued by another Member State that does not regulate the respective profession) and which clearly specify the professional activities carried out. These supporting documents may include a certificate issued by a competent authority, an employment certificate, pay slips, or other relevant documents, provided that they clearly identify the activities in question; 2. If the applicant obtained the qualification of physiotherapist in a non-EU country, he/she shall submit a document attesting to at least 3 years of professional experience as a physiotherapist and clearly specifying the professional activity carried out. This document must be issued by the competent authority of the EU Member State which performed the first recognition of the mentioned qualification title;*
