The recognition of official physiotherapy qualification titles obtained in another member state of the European Union, in the states belonging to the European Economic Area and in the Swiss Confederation aims to facilitate the right of establishment and access of the holder to the profession of physiotherapist in Romania.
The profession is exercised after obtaining the status of member of the Romanian College of Physiotherapists (CFZRO), the free practice license accompanied by the annual approval, as a result of recognition of the qualification.

This procedure does not apply in the case of temporary or occasional exercise of professional activities in Romania by physiotherapists established in another member state. By exception, it applies for the first provision of services in the situation where CFZRO decides that the service provider physiotherapist must take an aptitude test.


Procedure description:

  • Within one month from the date of registration, CFZRO notifies the applicant, confirming receipt of the file and, where appropriate, requesting the completion with missing documents.
  • Within a maximum of 3 months from notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, CFZRO files the application and notifies the applicant in writing in this regard. Within 120 days from the submission of the complete file, CFZRO analyzes the training and professional experience of the applicant and makes a thoroughly justified proposal regarding the way of resolving the request, namely:

a) Recognition of the qualification without the application of compensatory measures. Based on this proposal, the CFZRO President issues the decision recognizing the qualification.

b) Recognition of the qualification with compensatory measures. This proposal as well as the curricular differences established by CFZRO, the related bibliography and the duration of the adaptation internship are approved by the CFZRO President, and are communicated to the applicant within the mentioned 120-day period. If the applicant opts to take an aptitude test, the exam date is set by mutual agreement, within a maximum of 6 months from the date of approval by the President of the recognition of the qualification with compensatory measures.

The CFZRO President issues the recognition decision based on the documents certifying that the compensatory measure has been carried out by the applicant.

In both situations, the recognition decision is communicated to the applicant and the territorial college of his/her domicile, in order to obtain the free practice authorization and the annual approval.

CFZRO may exchange information through the Internal Market Information System of the European Union according to the administrative cooperation procedures as provided for in Regulation (EU) No. 1.024/2012 of the European Parliament and of the Council of 25 October 2012 on administrative cooperation through the Internal Market Information System and repealing Commission Decision 2008/49/EC ("IMI Regulation") and in Commission Implementing Regulation (EU) 2015/983 of 24 June 2015 on the procedure for issuing the European Professional Card and the application of the alert mechanism under Directive 2005/36/EC of the European Parliament and of the Council.

(i) Copy of the documents attesting the education, respectively the official qualification titles that provide access to the physiotherapist profession attested in the issuing EU member state, proof of the holder's professional experience; (ii) Copy of additional documents regarding the duration and content of the training: study curriculum, transcript of records, diploma supplement or other study documents regarding the total duration of the studies, the subjects studied/number of hours allocated to each subject and, as the case may be, the proportion/ratio between theoretical and practical training/instruction. (iii) Copy of documents regarding completion of other relevant training courses: proof of participation in continuing professional development programs, seminars, and other training and lifelong learning courses; (iv) Copy of documents regarding professional experience: 1. If the applicant has obtained the qualification of physiotherapist in a member state where the profession or training is not regulated, documents must be submitted proving that he/she has acquired at least one year of professional experience as a physiotherapist or for an equivalent period, in the case of part-time work (representing a total duration equivalent to part-time over the last 10 years in another member state that does not regulate the respective profession and who holds one or more qualification titles issued by another member state that does not regulate the respective profession) and which clearly specify the professional activities carried out. These supporting documents may include a certificate issued by a competent authority, an employment certificate, payslips, or other relevant documents, provided they clearly identify the activities concerned; 2. If the applicant has obtained the qualification of physiotherapist in a non-EU country, he/she must submit a document attesting that he/she has acquired at least 3 years of professional experience as a physiotherapist and clearly specifying the professional activity carried out. This document must be issued by the competent authority of the EU member state that performed the first recognition of the mentioned qualification title;*
