Methodology regarding the automatic recognition by IOSUD – National University of Music Bucharest of the doctoral supervisor status obtained in higher education or research-development institutions abroad*

This Methodology, elaborated in accordance with the provisions of OME no.5956/13.08.2024 for the approval of the Methodology regarding the automatic recognition of the quality of PhD supervisor obtained in higher education or research-development institutions abroad, establishes the procedure by which the automatic recognition is carried out, by the Institution Organizing Doctoral University Studies – National University of Music Bucharest (IOSUD-UNMB), of the quality of PhD supervisor obtained in higher education or research-development institutions abroad.
The procedure applies to Romanian citizens, citizens of European Union member states, of the European Economic Area, of the Swiss Confederation, and citizens of third countries who have legally acquired the right to supervise doctorates in accredited higher education or research-development institutions abroad.
The citizens mentioned above may obtain the certificate of habilitation recognition as follows:
a) specialists who are PhD supervisors in one of the member states of the European Union or the European Economic Area or the Swiss Confederation automatically acquire the status of PhD supervisor in Romania through the recognition and granting of the certificate of habilitation recognition by the institutions organizing doctoral university studies;
b) specialists who are PhD supervisors in one of the higher education institutions outside the countries mentioned in point a), among the most prestigious higher education institutions in the world, according to the order of the Minister of Education regarding the approval of the list of prestigious universities from other countries, automatically acquire the status of PhD supervisor in Romania through the recognition and granting of the certificate of habilitation recognition by the institutions organizing doctoral university studies;
c) specialists who are PhD supervisors in institutions abroad, other than those mentioned at point a) or b), acquire the status of PhD supervisor in Romania through the recognition and granting of the certificate of habilitation recognition by the institutions organizing doctoral university studies based on an international mutual recognition agreement.
The exercise of the rights conferred by the status of PhD supervisor in the Romanian higher education system is carried out in accordance with the legal provisions in force.
Recognition of the quality of PhD supervisor or habilitation by UNMB is valid and produces legal effects only at the level of UNMB.

If the quality of doctoral supervisor is not recognized, the candidate will be informed and will have 5 calendar days to submit an appeal to the UNMB registry. The appeals are resolved by an Appeal Analysis Committee, composed of 3 (three) members, doctoral supervisors, who did not participate in the process of evaluating the file, appointed by the Decision of the UNMB rector, at the proposal of the CSUD director.
Appeals can only be submitted for non-compliance with legal procedures in the evaluation process, only by the applicant and only for their own file. The appeal is submitted to the UNMB Registry.
The failure to resolve the request regarding the automatic recognition of the quality of doctoral supervisor or habilitation cannot be attributed to the university if the applicant does not follow the correspondence received or does not respond to the recognition file requests within the deadline.
