Through this procedure, the method of automatic recognition of the status of doctoral supervisor or habilitation obtained in an accredited foreign higher education institution, within UBdB, according to OM 5921 / 06.12.2016, is established.
The procedure applies to Romanian citizens, citizens of European Union member states, of the European Economic Area, of the Swiss Confederation, and of third states, who have obtained the status of doctoral supervisor in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and prestigious universities in other states provided in the List of prestigious universities from other states, approved by Order of the Ministry of National Education no. 5462/2018 and updated periodically.
Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 of LEN no. 1/2011 apply directly. Reserved, vacant, or temporarily vacant teaching positions are covered with priority by the tenured teaching staff of the institution or by associated teaching staff.
The exercise of the rights conferred by the status of doctoral supervisor and the occupation of a teaching position in the Romanian education system are carried out according to the legal regulations in force.

The status of doctoral supervisor is found at position no. A8 in Annex no. 2 of Law no. 200/2004 on the recognition of diplomas and professional qualifications for regulated professions in Romania, as subsequently amended and supplemented.*

Appeal routes
The appeal is filed at the University within 15 calendar days from the receipt of the non-recognition decision; subsequently, the university's decision can be challenged in court.
