If the landowner wishes to remove only a part of the owned land from agricultural use, for fulfilling this procedure, the construction permit shall be accompanied by the technical cadastral documentation.” Also, art. 23 para. 1, part A, letter (b) of Law no. 7/1996 Republished, on cadastre and real estate publicity, provides that: “The permanent or temporary removal from agricultural use of real estate located within the built-up area approved according to the law is done by the construction permit.” Art. 31^1 para. 5 of Law no. 350/2001 regarding spatial planning and urbanism, provides that: “For land included in the built-up area based on the provisions of the General Urban Plan, removal from agricultural use is not required.”*
