(2), letter a) of Law 138/2004 with subsequent amendments and completions). Technical memorandum of the work describing the investment objective.*

Government Decision/County Council/Local Council, regarding the declaration of public utility of investment objectives of national, county, local interest, under the conditions of the law, as applicable.*

The favorable opportunity notice of the County Council/Local Council for the extension of the built-up area, in the case of land located outside the built-up area, for which the preparation of a Zoning Plan is requested, from the municipality for land located within the built-up area.*
