Order no.1501 of November 13, 2006 regarding the procedure for registration, recording, deregistration, and issuance of provisional or test driving permits for vehicles
Chapter V Vehicle Registration

Article 23(1) Only agricultural or forestry tractors, trailers intended to be towed by them, trolleybuses, mopeds, and light quadricycles, as provided in Regulation (EU) No. 168/201 of the European Parliament and of the Council of January 15, 2013 concerning the approval and market surveillance of two- or three-wheeled vehicles and quadricycles, approved according to the law, for which the Autonomous Administration "Romanian Auto Registry" has issued the vehicle identity card, self-propelled machines for which the Autonomous Administration "Romanian Auto Registry" has issued the technical certificate, as well as trams and animal-drawn vehicles are registered at the level of the mayors of communes, towns, cities, and the sectors of the municipality of Bucharest.
