The certificate of non-membership is issued by the Romanian College of Physicians for doctors who are not and have not been members of the Romanian College of Physicians.

This document:

• • confirms lack of CMR membership
  • does not mention disciplinary sanctions
  • sanctions, if any, are shown exclusively in the Current Professional Certificate

⚠️ Dentists, pharmacists, and other health professions are asked to contact the competent institutions.

How to send the request

The request for issuing the certificate of non-membership can be sent as follows:

Required documents

The file must contain the following documents:

• • standard application
  • copy of identity card (valid)
  • copy of the attorney's identity card + notarial power of attorney (if applicable)
  • proof of fee payment – 300 lei
  • diploma of medical school graduation

Issuing time

• • 30 calendar days – standard term
  • 5 working days – urgent procedure
  • additional fee: 200 lei
  • total fee: 500 lei

Ways to issue the document

The document can be sent as follows:

• • By e-mail, with qualified electronic signature (original digital document)
  • In person, from the CMR headquarters
  • By proxy, with identity card and notarial power of attorney
  • By post, with delivery confirmation
  • service available only abroad
  • fee: 100 lei
  • By express courier, on Romanian territory
  • payment upon delivery
  • a contact phone number is required

Important note:

In case of resending the document by post or courier (due to the recipient's fault), an additional fee of 100 lei is charged.

Legal basis

The issuance of the certificate of non-membership is done in accordance with CMR Decision no. 1/2026, regarding the approval of fees for the issuance of documents requested by persons who are not members of the Romanian College of Physicians.
