This procedure establishes the regulatory framework regarding the authorization of technical supervisors for execution by ISC starting from September 30, 2016. Persons who have been authorized to carry out the activity of technical supervisor for execution permanently by an act of authority—authorization or equivalent document—issued by competent authorities recognized in one of the member states of the E.U. or E.E.A. may carry out the activity in Romania also on a temporary basis, having the obligation to submit to I.S.C. a declaration, drafted in Romanian, regarding the services/works they will perform. In this situation, the technical supervisor for execution is exempt from registration in the Public Register of supervisors for execution authorized by I.S.C.

Procedure regarding the authorization and exercise of the right to practice of technical supervisors with the execution of construction works, approved by MDRAP Order no. 1895/2016.

Appeal routes

The communication sent to the applicant regarding the non-approval of the request for temporary performance of the activity as technical manager of execution may be contested at I.S.C within 15 working days from the date of receipt of the communication. Appeals are settled by the authorization committee within 15 working days from their registration.
