The procedure is intended for any citizen of a member state of the European Union, the European Economic Area, or the Swiss Confederation who wishes to practice the profession of probation counselor in Romania.
The recognition of professional qualifications based on a qualification title allows the applicant to have access to the profession of probation counselor in Romania under the same conditions as Romanian citizens, namely to participate in the competition provided for in art. 19-21 of Law no. 123/2006 regarding the status of probation staff, as subsequently amended and supplemented.
By qualification title is meant any diploma or other official qualification title issued by an authority from a member state of the European Union, the European Economic Area, or the Swiss Confederation, under the conditions of art. 51 para. (2) of Law no. 200/2004, as subsequently amended and supplemented.
Competition stages:
1. Publishing the competition announcement and candidate registration
2. Selection of files and posting of results
3. Filing appeals regarding the selection of files
4. Resolving appeals and posting results after the selection of files
5. Written test/ posting the grading scheme
6. Appeal regarding the grading scheme
7. Resolving appeals regarding the grading scheme
8. Grading the papers and publishing the results of the written test
9. Filing appeals regarding the written test
10. Resolving appeals and publishing the results
11. Interview/ posting the grading scheme
12. Publishing the results of the interview stage
13. Filing appeals regarding the results of the interview

Procedure for contestation: the decision to reject the candidate in the competition organized for filling a vacant probation counselor position may be challenged at the court of appeal in whose jurisdiction the claimant resides or at the Bucharest Court of Appeal, in compliance with the provisions of the Administrative Litigation Law no. 554/2004, with subsequent amendments and completions.
