The procedure consists of the special sanitary veterinary registration, by the County Veterinary Health and Food Safety Directorates, respectively of the municipality of Bucharest, of the units carrying out activities in the field of animal by-products and derived products not intended for human consumption, respectively the units provided for in Annex No. 5 of the Order of the President of ANSVSA No. 79/2019 for the approval of the sanitary-veterinary regulation regarding the procedure for sanitary-veterinary registration/authorization of units in the field of animal by-products and derived products not intended for human consumptionand for the amendment and completion of the Order of the President of the National Sanitary Veterinary and Food Safety Authority No. 96/2014 regarding the approval of applicable tariffs in the sanitary-veterinary and food safety field.

The special sanitary-veterinary registration certificate provided is issued only after a verification at the unit/on-site of the means of transport, of the respective trailers/containers, has been carried out by the County Sanitary Veterinary and Food Safety Directorate, respectively of the municipality of Bucharest, before starting the activity, and as a result of this verification, compliance with all conditions that the unit must fulfill, provided by Regulation (EC) No. 1069/2009, Regulation (EU) No. 142/2011 and this sanitary-veterinary regulation, has been established.

The processing time for the request begins from the date of submission of the complete documentation

The following information will be stated: compartmentalization of spaces, the destination of each space, the arrangement of technical equipment in the production areas and their names, the flow of raw materials, the flow of finished products, the flow of wastewater, the division of the unit by types of zones, namely clean area and dirty area, as applicable, as well as indicating the washing and disinfection areas.*

The technical justification memorandum must include the following information: the type of unit, according to the provisions of Regulation (EC) No. 1069/2009, the category and type of raw materials, the category and type of finished products obtained and their destination, a detailed description of the technological process, mentioning each technological stage, the flow diagram, the technological parameters that will be used and which must comply with the specific requirements of Regulation (EC) No. 1069/2009, Regulation (EU) No. 142/2011, as well as Order of the President of ANSVSA No. 79/2019.*
