This procedure presents the methodology regarding the recognition by the National University of Political Studies and Public Administration of the doctoral diploma and the title of doctor of science or in a professional field, obtained abroad by Romanian or foreign candidates for the purpose of enrolling in postgraduate programs, obtaining habilitation, or occupying a teaching or research position within NUPSPA.

The doctoral degree allows access to the teaching profession which can be found in Annex no. 2 of Law no. 200 of 2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and additions.*

Doctoral diploma - The study documents subject to recognition are authenticated with the Hague Apostille for countries that are parties to the Hague Apostille Convention, and for other countries, the study documents are superlegalized or accompanied by a certificate of authenticity issued by the competent authorities of the country of origin. Exemption from apostille or superlegalization is permitted under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.*

Appeal routes

The applicant has the right to appeal the decision of the Internal Specialty Evaluation Committee within 10 calendar days from receipt of the notification. The appeal submitted by the applicant will be analyzed and resolved by the Appeals Committee within IOSUD SNSPA within no more than 30 calendar days from the date of registration at the university. The committee’s decision regarding the appeal is final at the SNSPA level and will be communicated to the applicant at the contact details provided.
