Issuance of temporary practice permit - doctors who are citizens of the E.U., E.E.A., and the Swiss Confederation*

The issuance of the Temporary Practice Endorsement on the territory of Romania necessary for carrying out temporary/occasional medical activities by doctors who are foreign citizens belonging to the countries of the European Union, the European Economic Area, and the Swiss Confederation is carried out in accordance with Law no. 95/2006 regarding the reform in the health sector with subsequent amendments and completions, Decision no. 23/2023 of the National Council of the College of Physicians of Romania regarding the issuance of the Temporary/Occasional Practice Endorsement of the profession for foreign doctors from the European Union, the European Economic Area, and the Swiss Confederation based on the endorsement issued for this purpose by the College of Physicians of Romania.
The endorsement is issued by the College of Physicians of Romania through the Endorsements Department, based on the following documents:
a) the standard request form for the issuance of the endorsement, specifying the duration of the provision, temporary or occasional nature, the location of the activities, the field of insurance or other means of individual or collective protection regarding the professional liability from which the applicant benefits in the member state of establishment;
b) a photocopy of the citizenship document - valid identity card or passport;
c) a photocopy of the marriage certificate or any other relevant document in case of a name change, if the documents bear different names;
d) a photocopy of the diplomas, certificates, or other medical titles required by law or by European Union rules for the provision of medical activities;
e) a proof issued by the competent authorities of the member state of establishment attesting that the holder has not suffered temporary or definitive suspensions from practicing the profession or final criminal convictions. The document is valid for 3 months from its issuance date;
f) a statutory declaration regarding the knowledge of the Romanian language, necessary for the temporary practice of the profession in Romania, or a photocopy of the certificate/attestation of language competence issued by organizations recognized by the Ministry of Education, certified for conformity with the original by the applicant. By exception, this certificate or attestation is not necessary for the occasional practice of the activity within mixed teams;
g) proof of payment of the amount of 1,200 lei, representing the fee for reviewing the file. In case of taking the aptitude test provided in art. 5 par. (3) of Decision no.23/2023, the cost required for the functioning of the examination board, to be paid by the endorsement applicant, is the RON equivalent of 1,000 euros. The organization of the aptitude test will be carried out after payment is made.
For humanitarian and volunteering actions, these fees are not charged.
The documents provided in letters b), c), and d) shall be accompanied by an authorized translation performed by an authorized translator, into Romanian, and
The documents provided in letter e) shall be accompanied by a legalized translation into Romanian, performed by an authorized translator.
The documents based on which the Temporary Practice Endorsement will be issued will be:
- submitted in person or by representative to the secretariat of the College of Physicians of Romania (the representative will submit a special notarized power of attorney or lawyer authorization), or
- sent by mail/courier or
- submitted through the Single Electronic Contact Point.
Within 30 calendar days from the date of submission of the documentation provided in par. (1), the doctor will be informed of the endorsement for practicing the profession or the decision to verify professional qualifications, considering that they do not meet the criteria for automatic recognition.
The issued endorsement will be communicated to the applicant doctor, and a photocopy will be sent to the county territorial college where he/she will carry out the activity, and a photocopy of the endorsement will be filed in the applicant doctor's file.
After obtaining the endorsement, the practicing doctor is obliged to inform in advance the National Health Insurance House about the services to be provided on the territory of Romania, and in case of emergency, within a maximum of 7 days from the provision of these services.
