- insertion incentive (S);
- leave for caring for a child with disabilities up to the age of 7 years and the corresponding allowance;
- monthly support for the parent with severe or accentuated disabilities who cares for a child with/without disabilities up to the age of 7 years inclusive (SL);
- monthly support for the healthy parent who does not have contribution period, but who cares for a child with disabilities up to age 7 (SL);
- allowance for the parent who has in care a child with severe or accentuated disability, up to the child’s 18th birthday, and who has a reduced work schedule of 4 hours;
To obtain parental leave for raising the child up to 2 years old, or up to 3 years for a child with disabilities and the corresponding allowance, as well as to obtain the insertion incentive or leave for raising a child with disabilities up to the age of 7, applicants must prove that in 12 of the 24 months prior to the child’s birth, or the last 12 months prior to requesting the right (for leave to care for a child with disabilities aged between 3 and 7 years), they have earned professional income subject to income tax.
To obtain ICC/S/SL the parent submits the following documents:
- standard application Annex 1;
- copy of parents’ ID card.
For foreign or stateless citizens, the documents showing the identity, domicile or residence of themselves and their children on Romanian territory, as well as the legal status of the children, are those issued by the authorities from their country of origin, translated and confirmed by the Romanian authorities, and/or, where applicable, those issued by the Romanian authorities
- copy of the child’s birth certificate / other children;
- other documents, as applicable, showing the legal status of the child:
- court judgment / divorce agreement establishing the child’s domicile;
- court judgment for entrusting for adoption;
- court judgment for approval of adoption;
- court judgment or, as appropriate, the decision of the commission for child protection for special protection measure of placement;
- order of the general director/executive director of the general directorate for social assistance and child protection or, as appropriate, court judgment for the special protection measure of placement in an emergency regime;
- death certificate of one of the parents;
- other documents, at the request of DAS
- copy of marriage certificate, judgment/agreement of divorce (if applicable)
- copy of disability certificate for the child/parent (if applicable)
- certificate proving that the applicant has earned professional income subject to income tax in 12 out of the 24 months preceding the child’s birth, as follows:
- standard certificate issued by employer Annex 2 for those who have an employment contract
- certificate from AJOFM for those who have benefited from unemployment allowance
Or, as applicable:
- ANAF certificate regarding the income obtained (even if activity was carried out at a loss) for those who have independent activities (II, PFA, IF, administrator/associate of a commercial company, individual medical practice), as well as for those who carried out their activity based on service contracts, mandate, collaboration, civil conventions
- tax declaration / single declaration submitted by those with income from independent activities
- copy of service contract, mandate, collaboration, civil conventions
- producer certificate (including as a producer or family member of the producer the applicant)
- certificate showing withheld tax on income earned for those who had income based on service contracts, mandate, collaboration, civil conventions
- standard certificate Annex 3 showing the person earns income (only for obtaining the incentive)
- certificate issued by the maternity allowance payer showing the last day of maternity (employer or, as applicable, AJOFM, Health Insurance House)
- copy of the application to the employer requesting to enter parental leave
- copy of the decision to suspend activity in order to grant parental leave (tax declaration from AJFP in case of independent activities)
- copy of the employment contract (for the situation where the allowance is requested for the parent who has in care a child with severe or accentuated disability, up to the child’s 18th birthday, and has a reduced work schedule of 4 hours)
- copy of the employment contract, as well as its translation, for applicants who have earned professional income abroad (EU countries, Switzerland, Norway, Iceland, Liechtenstein), along with 3 translated “salary slips”
- proof of income earned abroad (EU countries, Switzerland, Norway, Iceland, Liechtenstein), if these were represented by periods of unemployment or medical leave
- standard declaration on own responsibility by the applicant showing that the minor is not placed in foster care Annex 4
- bank account statement
